         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his DD Form 214, Certificate of Release or Discharge From Active Duty, be corrected to reflect that he was awarded the Army Commendation Medal (ARCOM), Kosovo Campaign Medal (KCM), and a Bronze Service Star (BSS) for his NATO Medal.

3. The applicant states that these items were omitted from his DD Form 214. In support, he provides: a copy of his DD Form 214; a copy of DA Form 638 (Recommendation for Award) approving his ARCOM; orders assigning him to, and releasing him from Kosovo; Executive Order 13154 - Kosovo Campaign Medal; and MILPER Message 00-202, NATO Medal.

4. The applicant’s military records were not available. Information contained herein was obtained from the supporting documentation submitted by the applicant. It shows that he served in the Regular Army for 4 years from 23 May 1996 to 22 May 2000. It also shows that he served in Bosnia from 11 May 1998 to 4 October 1998 and in Kosovo (with Task Force Falcon) from 15 November 1999 to 7 March 2000.

5. On 10 April 2000, the applicant's Battalion Commander recommended that the applicant be awarded the ARCOM for service in Kosovo from 17 November 1999 to 10 February 2000. The Brigade Commander approved it on 17 April 2000.

6. The KCM was established by Executive Order 13154 on 3 May 2000 to recognize service in Kosovo after 24 March 1999 to a date to be determined. Service must have been in direct support of named operations; Task Force Falcon is a named operation.

7. MILPER Message 00-202 establishes award of the NATO Medal for service in Kosovo. Persons already authorized wear of the NATO Medal will wear a BSS to denote a second award.

CONCLUSIONS:

1. The applicant was awarded the ARCOM and is entitled to have that award reflected on his DD Form 214.

2. The applicant served in Kosovo with Task Force Falcon from 15 November 1999 to 7 March 2000. He is entitled to the KCM and a BSS for his NATO Medal.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.


RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by issuing to the individual concerned a DD Form 215, Correction to DD Form 214, showing that he was awarded the ARCOM, KCM, and 1 BSS for his NATO Medal.
