2. The applicant requests, in effect, that block 12d (Record of Service-Total Prior Active Service) of the Certificate of Release or Discharge from Active Duty
(DD Form 214), issued on 10 October 1997, be corrected to show all his prior active service.
3. The applicant states, in effect, that the DD Form 214 he was issued documenting active duty service from 5 February through 10 October 1997 should have included more total prior active service in block 12d (Total Prior Active Service). In support of his application, he provides a DD Form 214 that he was issued on 16 August 1962, which confirms that at the time this document was issued he had already completed a total of 1 year, 4 months, and 2 days of active military service.
4. The applicant’s military records show that he is a retired Army National Guard lieutenant colonel who served his last period of active duty from 5 February through 10 October 1997.
5. The available evidence includes a DD Form 214 issued to the applicant for his active duty period of service from 24 August 1957 through 17 February 1958. Block 24 (Statement of Service) of this separation document contains an entry in block 24a(1) (Net Service this Period) that verifies he completed 5 months and 24 days of active military service during that period of active duty. Block 24b (Total Active Service) of this document contains an entry indicating that at that point he had completed a total of 5 months and 24 days of active military service.
6. Also on file is a DD Form 214 pertaining to the applicant that covered his active duty service from 15 October 1961 through 16 August 1962. This document shows in block 24a(1) (Net Service This Period) that he had completed 10 months and 2 days of active military service during that particular period of active duty. Block 24b (Total Active Service) of this document contained an entry confirming that as of that date he had completed a total of 1 year, 4 months, and 2 days of active military service.
7. On 10 October 1967, the applicant was issued his last DD Form 214, which covered his active duty service from 2 February through 10 October 1997. This document indicated in block 12c (Statement of Service-Net Active Service this Period) that the applicant had served 8 months and 6 days of active military service during that period of active duty. However, block 12d (Total Prior Active Service) contained an entry that indicated that he had only completed a total of
5 months and 24 days of prior active military service as of that date.
CONCLUSIONS:
1. The Board notes the applicant’s contention that the DD Form 214, issued to him at the conclusion of his active duty service on 10 October 1997, contained incorrect data in block 12d (Total Prior Active Service) and finds this claim has merit.
2. It is clear from the available evidence that the applicant had completed a total of 1 year, 4 months, and 2 days of active military service prior to entering his last period of active duty on 2 February 1997. It is also evident that the entry in block 12d (Total Prior Active Service) of the DD Form 214 he received at the conclusion of this active duty period on 10 October 1997 was in error. In the opinion of the Board, this error was likely the result of administrative personnel accounting for only the prior active service of 5 months and 24 days accounted for in the DD Form 214 issued to the applicant at the conclusion of his active service on 17 February 1958. It appears that the active military service documented in the DD Form 214 issued to him on 16 August 1962 was excluded from this prior service computation. Therefore, the Board finds it would be appropriate to correct this error at this time.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing in block 12d (Total Prior Active Service) of the DD Form 214 issued to the individual concerned on 10 October 1997 that he had completed a total of 1 year, 4 months, and 2 days of prior active military service as of that date and by issuing him a corrected separation document that reflects this change.
