2. The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Armed Forces Reserve Medal with “M” Device with an hourglass and the National Defense Service Medal with a bronze service star.
3. The applicant states, in effect, that he is entitled to the Armed Forces Reserve Medal with “M” Device for his service during Operation Desert Shield/Storm and two awards of the National Defense Service Medal. In support of his application, he submits a copy of a Routing and Transmittal Slip, dated 8 January 1997 and a DA Form 4187 (Personnel Action), dated 26 November 1996.

The applicant’s military records show that he enlisted in the Regular Army on 31 January 1974, served as a supply specialist and was honorably discharged on 28 January 1977 and was transferred to the U.S. Army Reserve. He entered active duty again on 1 July 1983 in the Active Guard Reserve Program and remained on active duty through continuous reenlistments until he retired on
31 May 2000 in the rank of staff sergeant.
5. The applicant’s retirement DD Form 214 with an effective date of 31 May 2000 does not show the Armed Forces Reserve Medal with “M” Device with an hourglass or the National Defense Service Medal with a bronze service star as authorized awards. This DD Form 214 does show the Armed Forces Reserve Medal as an authorized award. The applicant’s DD Form 214 with an effective date of 28 January 1977 does show the National Defense Service Medal as an authorized award.
6. DA Form 2496 (Disposition Form), dated 28 January 1984, shows the applicant was awarded the Armed Forces Reserve Medal for the period
28 January 1974 to 28 January 1984.
7. There is no evidence in the available records which shows the applicant served in Southwest Asia in support of Operation Desert Shield/Storm. His DD Form 214 does not show any dates of service in Southwest Asia or any Southwest Asia medals as authorized awards. His name does not appear on the Defense Manpower Desert Shield/Desert Storm Data Base. The applicant’s Noncommissioned Officer’s Evaluation Reports for the periods covering June 1990 to May 1991 and June 1991 to February 1992 do not show that he was deployed to Southwest Asia in support of Operation Desert Shield/Storm.
8. The applicant provided a copy of a DA Form 4187 (Personnel Action), dated 26 November 1996, wherein he requested award of the Armed Forces Reserve Medal with “M” Device with an hourglass. This form shows that unit orders for Desert Shield/Storm were attached; however, these orders are not available to the Board. The applicant also provided a copy of a Routing and Transmittal Slip, dated 8 January 1997, which states that the applicant’s request was approved and his records were posted to show award of the Armed Forces Reserve Medal with “M” Device.
9. Item 9 (Awards, Decorations & Campaigns) on the applicant’s DA Form 2-1 (Personnel Qualification Record) shows entitlement to the Armed Forces Reserve Medal with “M” Device with an hourglass. However, there are no orders in the applicant’s personnel service records for award of the Armed Forces Reserve Medal with “M” Device with a bronze hourglass.
10. Item 9 on the applicant’s DA Form 2-1 also shows entitlement to the National Defense Service Medal with a bronze service star.
11. Army Regulation 600-8-22 (Military Awards), as amended by Military Personnel Message Number 96-196, provides for award of the Armed Forces Reserve Medal. It is awarded for honorable and satisfactory service as a member of one or more of the Reserve Components of the Armed Forces of the United States for a period of 10 years. The conditions for award of the AFRM include requirements for such service to be completed within 12 consecutive years and service in a regular component of the Armed Forces, tenure in elected state office, tenure as a member of a legislative body of the United States or a state, and service as a judge of a court of record of the United States, a state or territory or District of Columbia is excluded from credit to ward this award but does not constitute a break in service. The Ten-year Device (hourglass with Roman numeral “X”) is authorized for wear on the AFRM to denote each succeeding 10-year period of Reserve Component service. The first 10 years is denoted by a bronze hourglass, the second 10 year period of Reserve Component service is denoted by a silver hourglass and the third by a gold hourglass. Forty years of Reserve Component service is recognized by a gold hourglass followed by a bronze hourglass on the AFRM.
12. Army Personnel Command Message with a Date/Time Group of 231630Z August 1996 authorized award of the Armed Forces Reserve Medal and Mobilization (“M”) Device for qualified personnel who were mobilized during the Persian Gulf War, Operation Restore Hope in Somalia, Operation Uphold Democracy in Haiti, and Operation Joint Endeavor in Bosnia.
13. Army Regulation 600-8-22 provides, in pertinent part, that the National Defense Service Medal is awarded for honorable active service for any period between 27 July 1950 through 27 July 1954, 1 January 1961 through 14 August 1974, and 2 August 1990 through 30 November 1995. The regulation provides that the second award of the National Defense Service Medal is denoted by a bronze service star affixed to the service ribbon.
14. The Defense Manpower Data Center (DMDC) compiled the Desert Shield/Storm Data Base. The primary Desert Shield/Storm file contains one record for each active duty member who participated in-theater between 2 August 1990 and 31 July 1991 and one record for each Reservist, National Guard member or retiree who was activated or federalized in response to Desert Shield/Desert Storm. For Reservists and Guard members the file includes those persons activated or federalized from 2 August 1990 through 31 December 1991. A Phase II file lists active duty personnel who served in-theater between 1 August 1991 and 31 December 1993. There are also separate files covering calendar years 1994 and 1995.
CONCLUSIONS:
1. Evidence of record shows the applicant received the Armed Forces Reserve Medal for the period 28 January 1974 to 27 January 1984. The first ten years of Reserve Component service is denoted by a bronze hourglass on the Armed Forces Reserve Medal.
2. However, the applicant completed an additional 10 years of honorable and satisfactory service as a member of a Reserve Component from 28 January 1984 to 27 January 1994. Therefore, the applicant is entitled to correction of his military records to show award of the Armed Forces Reserve Medal with a silver hourglass.
3. There is no record of evidence available to the Board which shows the applicant was mobilized during the Persian Gulf War.
4. The Board considered the documentation provided by the applicant in support of his claim for the Armed Forces Reserve Medal with “M” Device. The Board also considered the award entry shown in item 9 (Awards, Decorations & Campaigns) on the applicant’s DA Form 2-1. However, there are no orders for award of the Armed Forces Reserve Medal with “M” Device contained in the available records.
5. The Board determined that the documentation provided by the applicant is not sufficient by itself as a basis for award of the “M” Device to be worn on his Armed Forces Reserve Medal, particularly in view of evidence of record which shows the applicant was not deployed to Southwest Asia in support of Operation Desert Shield/ Storm. Therefore, the applicant is not entitled to award of the Armed Forces Reserve Medal with “M” Device.
6. Evidence of record shows the applicant served on active duty from
31 January 1974 to 28 January 1977 and from 1 July 1983 to 31 May 2000. Therefore, the applicant is entitled to two awards of the National Defense Service Medal and correction of his DD Form 214 to show these awards.
7. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records, but only as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Armed Forces Reserve Medal with a silver hourglass and the National Defense Service Medal with a bronze service star.
2. That so much of the application as is in excess of the foregoing be denied.
