         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that an unspecified merit ribbon be added to his DD Form 214 (Report of Transfer or Discharge).

3. The applicant states that he received a merit award while in Vietnam.

4. The applicant’s military records show that he was inducted and entered active duty on 19 March 1969. He was trained as an armorer and was assigned to Vietnam from 15 October 1969 to 14 October 1970. He was separated from active duty on 18 March 1971, and transferred to the Army Reserve.

5. The applicant had a second period of active duty service from 1 March to 17 September 1974. His DD Forms 214 for both periods of service show that he was awarded the Bronze Star Medal.

6. Department of the Army Pamphlet 672-3 shows that the applicant’s unit was awarded the Vietnam Gallantry Cross with palm and the Vietnam Civil Actions Honor Medal during his service in Vietnam.

CONCLUSIONS:

1. The applicant is entitled to correction of his DD Forms 214 to show the awards of the Vietnam Gallantry Cross with palm and the Vietnam Civil Actions Honor Medal which were awarded to his unit during his service in Vietnam.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case for the individual concerned be corrected by showing that he is entitled to the awards of the Vietnam Gallantry Cross with palm and the Vietnam Civil Actions Honor Medal.
