         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that the award of the Office of the Secretary of Defense Identification Badge (OSD Badge) be reflected on her DD Form 214 (Certificate of Release or Discharge from Active Duty).

3. The applicant states that this award was inadvertently overlooked when her DD Form 214 was prepared.

4. The applicant’s military records show that she entered on active duty on 19 May 1993. Her NCO evaluation reports show that she was a video editor for the DoD Joint Combat Camera Center from February 1998 through January 2001. On 20 February 1999 she received a certification authorizing her to wear the OSD Badge.

5. Army Regulation 600-8-22 prescribes Army policy, criteria, and administrative instructions concerning individual military awards. Paragraph 8-34 states that the OSD provides a distinct identification of military staff members while assigned and, after reassignment, to indicate that the service member satisfactorily served on the Secretary of Defense’s staff. The prescribing directive for this badge is DoD 1348.33-M.

6. DoD 1348.33-M states in pertinent part, that on completion of 1 year of duty with any of the specified DoD organizational elements, a service member shall be entitled to permanent possession of the OSD Badge. A certificate of eligibility shall be prepared and shall constitute the authority for purchase of permanent issue of the OSD Badge.

7. The applicant was discharged on 18 March 2001. Her DD Form 214 does not show award of the OSD Badge .

CONCLUSIONS:

1. The applicant was awarded the OSD Badge. It should be reflected on her DD Form 214.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.


RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that she was awarded the Secretary of Defense Identification Badge.
