         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Report of Separation, DD Form 214, be amended to add award of a second Bronze Star Medal (BSM).

3. The applicant makes no additional statement. He provides an award certificate showing he was awarded the BSM for meritorious achievement on 7 August 1953.

4. The applicant’s military records were lost or destroyed in the National Personnel Records Center fire in 1973. Information contained herein was obtained from alternate sources.

5. The applicant enlisted in the Regular Army on 29 August 1950. He served 2 years and 20 days of foreign service. He was awarded the Korean Service Medal with six bronze service stars. He was awarded the BSM for valor on General Orders 274, Headquarters, 3d Infantry dated 12 July 1951. He was awarded the Purple Heart for wounds received in September 1951. He was awarded the Combat Infantryman Badge on Special Orders 42, Headquarters, 45th Infantry dated 11 February 1953.

6. The certificate provided shows the applicant was awarded the BSM on 7 August 1953 for meritorious achievement between 15 September 1952 and 3 June 1953. He was honorably discharged on 13 August 1953.

7. The Bronze Star Medal was established by Executive Order 9419, 4 February 1944. Army Regulation 600-8-22 provides for the award of the BSM to any person who distinguished himself or herself by heroic or meritorious achievement or service, not involving participation in aerial flight, in connection with military operations against an armed enemy.

CONCLUSIONS:

1. The applicant served honorably and courageously during the Korean War through six campaigns, earning the Combat Infantryman Badge, the Purple Heart, and the BSM for valor. Although orders awarding the second award of the BSM are not available, the Board finds it reasonable to believe that the award certificate provided is authentic and he was also awarded the BSM for meritorious achievement.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.


RECOMMENDATION:

That the applicant’s DD Form 214 be amended to add the second award of the Bronze Star Medal.
