         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests, in effect, that his Enlisted Record and Report of Separation (WD AGO Form 53-55) be corrected to show his awards and decorations.

3. The applicant states, in effect, that his WD AGO Form 53-55 does not reflect the awards and decorations to which he is entitled. In support of his application he submits a copy of his WD AGO Form 53-55 and a copy of Authorization for Issuance of Awards (DA Form 1577).

4. The applicant’s military records were lost or destroyed in the National Personnel Records Center fire in 1973. The information herein was gleaned from a copy of the applicant’s separation document and reconstructed records.

5. His separation document shows he was inducted into the Army on
7 October 1946 and that he was trained as a military policeman. He was honorably released from active duty on 6 June 1947, in the rank of private.

6. Item 33 (Decorations) of the applicant’s WD AGO Form 53-55 shows the entry “NONE”.

7. DA Form 1577 dated 26 June 1992, provided by the applicant confirms he is entitled to the Good Conduct Medal, the World War II Victory Medal, and the Honorable Service Lapel Button WW ll.

CONCLUSIONS:

1. DA Form 1577 provided by the applicant verifies that subsequent to his separation, in 1947, he was issued the Good Conduct Medal, the World War II Victory Medal, and the Honorable Service Lapel Button WW ll. Therefore, he is entitled to have these awards added to his separation document.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.











RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing the individual concerned earned the Good Conduct Medal, the World War II Victory Medal, and the Honorable Service Lapel Button WW ll and by providing him a corrected separation document that reflects these awards.
