2. The applicant requests that block 11 (Primary Specialty) on his Certificate of Release or Discharge (DD Form 214) be corrected to show that he served in 76X and 92A military occupational specialties (MOS).
3. The applicant states that his records should contain orders awarding him a 76X secondary MOS and all 76P MOSs were subsequently changed to 92A.
4. The applicant’s military records show that on 12 October 1977, he enlisted in the Army for 3 years in the pay grade of E-1. He successfully completed his training and was assigned a 76P primary MOS (stock control and accounting specialist). He was awarded a 76X secondary MOS.
5. On 30 June 1993, the applicant’s primary MOS (76P) was converted to 92A.
6. He was honorably discharged on 19 July 1993. The DD Form 214 that he was furnished at the time of his discharge shows his primary specialty as 76P30.
7. Army Regulation 635-5 serves as the authority for the preparation of the DD Form 214. It states, in pertinent part, that only those MOSs in which an individual served for 1 year or more, will be included on a DD Form 214.
CONCLUSIONS:
1. The evidence of record shows that the applicant’s primary specialty number changed from 76P to 92A on 30 June 1993 and he was not discharged until 19 July 1993. Therefore, when his DD Form 214 was prepared, block 11 should have been annotated to show a 92A primary specialty number.
2. However, 76X was his secondary MOS and there are no provisions for inclusions of secondary MOSs on the DD Form 214. Accordingly, the 76X specialty number was properly omitted.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by amending the DD Form 214 of the individual concerned to show his primary specialty number as 92A instead of 76P as currently reflected.
2. That so much of the application as is in excess of the foregoing be denied.
