THE BOARD ADDITIONALLY FINDS:
Subsequent to the Board's 9 November 2000 consideration of this case, the US Army Personnel Command (PERSCOM) notified the Board on 3 January 2001 that it does not have the authority to correct the applicant’s Army National Guard Records to show award of the Army Reserve Components Achievement Medal (ARCAM).
THE BOARD ADDITIONALLY CONCLUDES:
3. At the time of the Board’s 9 November 2000 decision in this case, it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time of his discharge from the Pennsylvania ARNG (PAARNG) on 17 December 1993.
4. The Board notes that the dates of eligibility for award of the ARCAM specified in paragraph 1 of the previous conclusions are in error and should read from
28 July 1988 to 27 July 1992 vice the 12 April 1988 through 11 April 1992 dates previously specified.
5. In view of the fact that the applicant was discharged from the PAARNG after the eligibility period for award of the ARCAM and was issued an NGB Form
22, the PAARNG has the authority to correct the applicant’s record and issue him an NGB Form 22A (Correction to NGB Form 22) to show the award of the ARCAM for the period of service 28 July 1988 through 27 July 1992.
6. The Board also notes that since the applicant is currently serving in an active duty status, he should provide a copy of the NGB Form 22A to his records custodian so that his active duty records will reflect the new award.
7. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.
THE BOARD RECOMMENDS:
That insofar as the Department of the Army is concerned, the records related to this case should be corrected by amending the Board’s recommendation appearing in the Proceedings, dated 9 November 2000, to show that the Board recommended that the Army National Guard Bureau request that the PAARNG
provide the individual concerned an NGB Form 22A to show award of the ARCAM for the period of service between 28 July 1988-27 July 1992.
