1. The applicant requests that his DD Form 214 be corrected to show his primary specialty was 13F2P, which he held for 4 years and 1 month. He also requests that his reentry eligibility (RE) code be changed.

2. The applicant’s military records show he was born on 2 March 1973. He enlisted in the Regular Army on 20 June 1991. He completed basic training and advanced individual training and was awarded military occupational specialty (MOS) 13F (Fire Support Specialist). He completed basic airborne training in November 1991 and was awarded MOS 13F1P.

3. On 1 September 1994, the applicant was promoted to Sergeant, E-5 and his MOS was changed to 13F2P.

4. The applicant requested an early separation to attend school. His request was approved and he was relieved from active duty on 1 August 1995, in pay grade E-5. He had completed 4 years, 1 month and 12 days of creditable active service and had no lost time. He was given RE code 3.

5. Army Regulation 601-210 prescribes eligibility criteria governing the enlistment of persons, with or without prior service, into the Regular Army and the U.S. Army. It provides that prior to discharge or release from active duty, individuals will be assigned RE codes, based on their service records or the reason for discharge.

CONCLUSIONS :

1. Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, it is concluded:

2. The applicant is correct in his assertion that block 11 of his DD Form 214, primary specialty, should read 13F2P. However, as he was not awarded the MOS until about 18 October 1991, he only held the MOS for 3 years and 9 months.

3. The applicant’s reentry eligibility code on his DD Form 214 is correct. The applicant’s reserve unit perhaps got this idea from using an out-of-date regulation. Army Regulation 601-210 was updated effective 28 March 1995. With this update, the number of Army reentry eligibility codes was reduced. Soldiers separated prior to the effective date could have received any one of seven 2-digit RE-3 codes; after the effective date, only RE codes RE-1, RE-3 and RE-4 were to be used.

4. In view of the foregoing, it would be proper to correct the applicant’s records as recommended below.

RECOMMENDATION :

1. That the applicant’s DD Form 214, block 11, be corrected to show his primary specialty as 13F2P 00 FIRE SUPPORT SP—3 YRS 9 MOS//NOTHING FOLLOWS

2. That so much of the application as is in excess of the foregoing be denied.
