APPLICANT REQUESTS:  That his records be corrected to reflect that he was awarded the American Defense Service Medal (ADSM), the National Defense Service Medal (NDSM) and the Army Service Ribbon (ASR).

APPLICANT STATES:  That at the time of his separation, there was no clear definition of decorations and citations to be awarded.

EVIDENCE OF RECORD:  The applicant's military records show that he served on active duty from the date of his induction on 26 August 1944 until his honorable discharge on 1 July 1946.

Army Regulation 600-8-22, Military Awards, provides instructions for award of the below listed decorations as follows:

The ADSM is awarded for service between 8 September 1939 and 7 December 1941.

The NDSM is awarded for honorable service for any period between 27 June 1950, and 27 July 1954, both dates inclusive, between 1 January 1961 and 14 August 1974, both dates inclusive, and 2 August 1990 and 30 November 1995.

Effective 1 August 1981, all members of the active Army, Army National Guard, and US Army Reserve in an active reserve status are eligible for the ASR.  The ribbon may be awarded retroactively to those personnel who completed the required training before 1 August 1981 provided they had an active Army status on or after 1 August 1981.

DISCUSSION:  Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1.  He is not eligible for any of the awards he requests, since he did not serve during any of the periods for which the awards are authorized.
2.  In view of the foregoing, there appears to be no basis for granting the applicant’s request.

DETERMINATION:  The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
