2. The applicant requests that she receive back pay for advancement to pay grade E-4 effective from 1 December 1993.
3. She states that she has not received the back pay due her for her advancement.
4. She has included documentation with her application wherein her commander approved her advancement to pay grade E-4 with an effective date of 1 December 1993.
5. Army Regulation 600-8-19, Enlisted Promotions and Reductions, provides in pertinent part, that if the advancement authority approves the retroactive date of advancement, he or she will direct the soldiers advancement and indicate the correct effective date.
CONCLUSIONS:
1. The applicant has provided the proper documentation to support her advancement to pay grade E-4 effective 1 December 1993. Accordingly, her DOR should be adjusted to that date and she should receive all back pay and allowances effective as of that date.
2. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected:
a. by showing that the individual concerned was advanced to pay grade E-4 effective 1 December 1993 with a same DOR; and
b. by showing that she is authorized to receive any and all back pay and allowances due her since 1 December 1993.
