2. In effect, the applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) of
10 September 1993 be corrected to show that he was a personnel records specialist, MOS (military occupational specialty) 75D20, for 3 years and 8 months during his previous enlistment, vice the 2 years and 10 months shown; and that he completed the personnel records specialist course in December of 1983, vice the October 1983 date shown. He also requests that his total prior inactive service on this DD Form 214 show 1 year, 11 months, and
28 days, vice the 4 months and 27 days shown. He states that he was in the delayed entry program from 11 March 1983 until 8 August 1983 (4 months and 27 days), and in the Reserve not on active duty from 9 June 1987 until
10 January 1989 (1 year, 7 months, and 1 day).
3. The applicant enlisted in the Army Reserve for 6 years on 12 March 1983 in the delayed entry program. He was discharged from that program and enlisted in the Regular Army on 9 August 1983, and was released from active duty on
8 June 1987 and transferred to the Reserve. Orders indicate that his terminal date of his Reserve obligation was
11 March 1989. His DD Form 214 of 8 June 1987 shows that he was a personnel records specialist, MOS 75D, for 3 years and 10 months, that he completed the personnel records specialist course of 8 weeks in December 1983, and that he had 4 months and 27 days of prior inactive service.
4. On 19 December 1988 the applicant requested enlistment in the Regular Army, enlisted on 11 January 1989 and was discharged on the expiration of his term of service on
10 September 1993. This DD Form 214 shows he was a personnel records specialist for 2 years and 10 months (previous enlistment) and that he completed the personnel records specialist course in October 1983 (again, previous enlistment). It also shows his total prior inactive service as 4 months and 27 days.
CONCLUSIONS:
1. The applicant was a personnel records specialist, MOS 75D20, for 3 years and 8 months, and completed the personnel records specialist course in December 1983, as evidenced by his 8 June 1987 DD Form 214. His 10 September 1993 DD Form 214 should be changed accordingly.
2. The applicant enlisted in the Army Reserve in the delayed entry program on 11 March 1983, completing 4 months and 27 days in the Reserve before his enlistment in the active Army. He was released from active duty on
8 June 1987 and transferred to the Reserve for completion of his 6 year service obligation. He remained a Reserve member until his enlistment in the Regular Army on 11 January 1989. His reserve service between active Army tours of duty was 1 year, 7 months, and 1 day, for a total of 1 year, 11 months, and 28 days of total prior inactive service. His DD Form 214 of 10 September 1993 should be changed accordingly.
3. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicants records as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by amending the 10 September 1993
DD Form 214 of the individual concerned to show that he was a personnel records specialist, MOS 75D20, for 3 years and
8 months; that he completed the personnel records specialist course of 8 weeks in December 1983; and that his total prior inactive service was 1 year, 11 months, and 28 days.
