2.  The applicant requests correction of his DD Form 214, Report of Separation, by changing the grade at the time he entered the service from PV-1 to PV-2 and reflecting that he was awarded the Expert Badge for the .45 caliber pistol.

3.  He states, in effect, that the above items are either incorrectly listed or not shown at all on the DD Form 214.  He further states that he no longer resides at the address listed on the DD Form 214.

4.  His military records show that he enlisted in the USAR delayed entry program on 26 November 1971 as a PVT-1 (E-1). While in the delayed entry program he was advanced to the grade of PVT-2 (E-2) in accordance with regulations then in effect.  On 17 July 1972 he enlisted in the Regular Army for a period of 3 years.  His enlistment contract for this enlistment shows that he was enlisted in the grade of PVT-2 (E-2).

5.  Awards listed on his DD Form 214 include only the National Defense Service Medal and the Marksman Badge for the M16 rifle.  However, his enlisted qualification record reflects that he also qualified for the Sharpshooter Badge for the pistol.  (The terminology used to describe many military awards and badges has changed over the years since the applicant’s military service.  The designation of marksmanship badges, in particular, has been changed as reflected in the succeeding paragraph.)  The DD Form 214 also shows in block 19 (grade at time of entry into active service) that he was a PV-1.

6.  Army Regulation 600-8-22, Military Awards, provides that a basic marksmanship qualification badge is awarded to indicate the degree in which an individual, military or civilian, has qualified in a prescribed record course and an appropriate bar is furnished to denote each weapon with which he or she qualified.  Basic qualification badges are of three classes.  Expert, sharpshooter and marksman.  The only weapons for which component bars are authorized are listed in the table in this regulation.

CONCLUSIONS:

1.  The applicant’s records reflect that he was enlisted in the grade of PVT (E-2) on 17 July 1972.  Therefore, block 19 (grade at time of entry into active service) of his DD Form 214 showing him as a PV-1 is incorrect.

2.  There is no evidence of record that he was awarded the expert badge for the .45 caliber pistol during his service. However, his DD Form 214 should have been annotated to show that he was awarded the sharpshooter badge for the pistol.

3.  Regarding his statement that he no longer resides at the address listed on his DD Form 214, since the address listed was apparently correct at the time the form was completed there is no reason now to change it.  Furthermore, communications with the applicant will be directed to the address shown on his application.

4.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected:

	a.  by showing that the individual concerned was enlisted in the grade of PVT (E-2) on 17 July 1972; and

	b.  by showing that he was awarded the Sharpshooter Badge with pistol bar.

2.  That so much of the application as is in excess of the foregoing be denied.
