2.  The applicant requests that his DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to add the secondary military occupational specialty (MOS) of 71L2000 (administrative specialist).

3.  The applicant states that his secondary MOS was inadvertently omitted from his DD Form 214.

4.  In support of his request he submits a copy of an order dated 12 August 1992 which awarded him MOS 71L2000, and a copy of a second order dated 25 November 1992 which awarded him a secondary MOS of 71L2000.

5.  The applicant's military records show that he enlisted in the Regular Army on 30 May 1990, was school trained as a manpads crewmember, MOS 16S20, performed duties as a manpads crewmember and a manpads team leader, and was promoted to pay grade E-5.  In August 1992 he performed duties as a staff car driver for a flag officer.

6.  His MOS was transitioned to 14S20, and he served through a reenlistment.  He was honorably discharged prior to the expiration of his term of service (ETS) on 19 July 1995 due to his being accepted for enrollment in a civilian college which commenced classes prior to his ETS.

7.  The DD Form 214 he was issued, item 11, Primary Specialty, lists MOS’s 14S20Y2 and 16S20.

8.  Army Regulation 635-5 provides the guidance for completing DD Forms 214.  It states “Enter the primary MOS or AOC [area of concentration], and all additional MOS/AOC served for a period of one year or more.”

CONCLUSIONS:

1.  The applicant held MOS 71L20 well over the year required to have it listed on his DD Form 214.

2.  The Board must presume that MOS 71L20 was inadvertently omitted as a secondary MOS by the personnel processing him for discharge.

3.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the DD Form 214 of the individual concerned, for the period of service ending 19 July 1995, have 71L20 entered in item 11, Primary Specialty, as a secondary MOS.
