2. In effect, the applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) of
31 January 1993 transferring him to the retired reserve for length of service, be corrected to show his service from
19 September 1969 to 3 April 1977; and to show the actual total of prior inactive service.

3. The applicant states that his period of service from
19 September 1969 to 3 April 1977 is not on his record, and that his total prior inactive service was only 3 months, from 20 June 1969 to 19 September 1969 [not 7 years,
6 months, and 15 days as shown on the DD Form 214].

4. The applicant enlisted in the Reserve on 20 June 1969 and was discharged on 18 September 1969 for immediate enlistment in the Regular Army for three years. He extended his enlistment on two occasions and was discharged on
3 April 1977. His DD Form 214 shows that he had 7 years,
6 months, and 15 days of total active service, and 2 months and 28 days of prior inactive service.

5. The applicant reenlisted on 4 April 1977 and remained on active duty until his retirement on 31 January 1993. His
DD Form 214 of that date shows that the date that he entered active duty for this period (block 12a), i.e., the period covered by the DD Form 214, was 4 April 1977; the net active service for this period, was 15 years, 9 months, and
27 days; the total prior active service was 7 years,
6 months, and 14 days (block 12d); and the total prior inactive service was 7 years, 6 months, and 15 days
(block 12e).

6. Army Regulation 635-5 prescribes the policies and procedures for the issuance and preparation of the
DD Form 214. That regulation states, in pertinent part, that the beginning date of the enlistment period for which a
DD Form 214 was not issued will be entered in block 12a of that form.

CONCLUSIONS:

1. The applicant was in the Army reserve from 20 June 1969 until his discharge on 18 September 1969, for a total of
2 months and 28 days. His DD Form 214 (block 12e) should be changed accordingly.

2. The applicant was issued a DD Form 214 on 3 April 1977. The information showing his period of service from
19 September 1969 to 3 April 1977 is not required to be entered on his 31 January 1993 DD Form 214. Block 12a of that form is correct.

3. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.

RECOMMENDATION:

1. That all of the Department of the Army records related to this case be corrected by showing that the individual concerned had 2 months and 28 days of prior inactive service and that his DD Form 214 of 31 January 1993 be changed accordingly.

2. That so much of the application as in excess of the foregoing be denied.

BOARD VOTE:

                       GRANT AS STATED IN RECOMMENDATION

                       GRANT FORMAL HEARING

                       DENY APPLICATION

Army Regulation 635-5 further states that for Item 12e, from previously issued DD Forms 214 and/or ERB [Enlisted Record Brief], enter the total amount of prior inactive service, less lost time, if any. There is no evidence of record to show the applicant had any other period of inactive service except for his time in the DEP.
