2. The applicant requests reconsideration of his 1990 application to correct his military records to reflect entitlement to the Combat Infantryman Badge. In support of his request he now provides copies of documents issued in 1964 by the Officer of the Adjutant General awarding him the Combat Infantryman Badge.

3. Incorporated herein by reference are military records which were summarized in a memorandum prepared to reflect the Board’s original consideration of his case on 25 May 1994 (COPY ATTACHED). Based on the lack of substantiating evidence that the applicant was entitled to award of the Combat Infantryman Badge the Board denied his original request.

4. Evidence now provided by the applicant indicates he was notified in 1964 that he met the criteria for award of the Combat Infantryman Badge based on his service in Laos during the period September 1961 through March 1962. Letter orders confirming the award were announced by order of the Secretary of the Army on 14 October 1964.

CONCLUSIONS :

1. The evidence now confirms that the applicant was in fact entitled to and awarded the Combat Infantryman Badge based on his service in Laos between 1961 and 1962 although his separation report, issued in May 1962, did not reflect entitlement to the badge.

2. In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below.

RECOMMENDATION :

That all of the Department of the Army records related to this case be corrected by showing that the individual

concerned was awarded the Combat Infantryman Badge based on his service in Laos between September 1961 and March 1962.

BOARD VOTE :

The available DD Forms 214, which were authenticated in his own hand, do not show the Purple Heart or any award of the Combat Infantryman Badge as authorized awards. Evidence of record shows that the applicant served in an infantry duty position in an infantry unit of regimental or smaller size in combat in Vietnam. Therefore, the applicant is entitled to a second award of the Combat Infantryman Badge and correction of his military records to show these awards.
