GENERAL: The applicant appeals for upgrade of discharge to honorable.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: The Board grants the requested relief.
ISSUE:
Issues. The applicant submitted no issues and requested that the review be completed based on the available
service record. The applicant was discharged with a general discharge for minor disciplinary infractions.
Applicant had received an Article 1 5, one Letter of Reprimand, and two Letters of Counseling for
misconduct. The Article 15 was for drunk and disorderly conduct. He was reduced in grade to airman first
class. The Letter of Reprimand was for being late for duty, and the two Letters of Counseling for missing
guard mount and involvement in a mutual affray. After a thorough and complete consideration of the
information contained in the records, the DRB concluded there was sufficient mitigation to substantiate
upgrading the discharge. Specifically, the Board found that the characterization was too harsh. Although
the DRB did not condone the misconduct of the applicant, an honorable discharge deemed appropriate and
equitable.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
However, in view of the foregoing findings, the Board further concludes that the overall quality of
applicant's service is more accurately reflected by an Honorable discharge.

1. I am r e c m n d i n g your discharge from the United States Air Force for
Misconduct. The authority for this action is AFR 39-10, paragraph 46, Minor
Disciplinary Infractions. If my rectmmsndation is approved, your service w i l l

2. My reasons for this action are:
a. On 13 Aug 92, an investigation revealed that you were involved in a
mutual affray on Tinker AEB, OK. As a result, you received a Letter of
munseling (a) , dated-, 13 Aug 92. See Atch 1,
b. On 10 Sep 92, you failed t o prepare yourself for guardmount duty a t
the prescribed time of 0545 horns. As a result, yau received a Letter of
Counseling, dated 10 Sep 92. See Atch 2 .
c. On 26 Feb 93, yout Elight sergeant received a phone call from a
non-military m e w r and who is not related to you, stating that you wauld be
late far duty. You actually had plenty of time t o prepare yourself for duty
and was late for work+ YOU had been late to work on several other occasions.
