GENERAL: The applicant appeals for upgrade of discharge to honorable.

The applicant was scheduled for a personal appearance before the Discharge Review Board (DRB) at the
Air Reserve Personnel Center, Denver, CO, on October 20, 2003. After acknowledging intent to appear, he
failed to do so without requesting a postponement.

The attached brief contains the available pertinent data on the applicant and the factors leading to discharge.

FINDINGS: Upgrade of discharge is denied.

The Board finds that the applicant submitted no issues contesting the equity or propriety of the discharge,
and after a thorough review of the record, the Board was able to identify none.

Issues. Applicant was discharged for unsatisfactory performance with regard to mismanagement of his
personal finances. The records indicated the applicant received three Articlel5s in an 8-month period, all
for writing bad checks and failing to pay his debts. He also had an Unfavorable Information File and was
non-recommended for reenlistment. After his first Article 15, member was offered Personal Financial
Management Program counseling, but declined stating he could manage his own financial affairs.
Additionally, member’s last Airman Performance Report was rated an overall ‘‘7” and referred to his
financial problems as well as taking on more tasks than he could handle. The DRB opined that through
these administrative actions, the applicant had ample opportunities to change his negative behavior. The
Board concluded the misconduct was a significant departure from conduct expected of all military
members. The characterization of the discharge received by the applicant was found to be appropriate.

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for
upgrade of the discharge, thus the applicant's discharge should not be changed.

1. I am recommending your discharge from the United States Air Force for
Unsatisfactory Performance in the management of personal finances. The
authority for this action is AFR 39-10, paragraph 5-26d. If my recommendation
is approved, your service will be characterized as honorable or general. I am
recommending that your service be characterized as general.
