APPLICANT REQUESTS THAT:

His three year enlistment be changed six years.

APPLICANT CONTENDS THAT:

Due to an administrative oversight, the recently appointed Unit 
Career Advisor (UCA) failed to notify the commander of his six 
year enlistment eligibility due to a lack of training.  

In support of his request, the applicant provides copies of his 
DD Form 4/1, Enlistment/Reenlistment Document Armed Forces of 
the United States, and two letters of support.  

The applicant's complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

The applicant is currently a member of the Michigan Air National 
Guard (ANG).

By letter dated, 24 Jan 13, the UCA stated that he failed to 
inform the commander that the applicant would require a six year 
enlistment.  

By letter dated 28 Jan 13, the applicant’s commander states that 
due to an administrative oversight the applicant signed a three 
year reenlistment contract; however, he should have been given 
the opportunity extend his enlistment for six years.

AIR FORCE EVALUATION:

NGB/A1PP recommends denial.  A1PP states that the applicant’s 
AFBCMR request was not submitted in accordance with ANGI 36-
2002, Enlistment and Reenlistment in the Air National Guard and 
as a Reserve of the Air Force.  Specifically, the applicant must 
provide a signed memorandum outlining the facts of the 
situation, his desires, the unit commander’s and Force Support 
Squadron (FSS) superintendent’s (or designated representative’s) 
comments and recommendations for processing to NGB/A1P.  

A1PP states that A1P was not given the opportunity to resolve 
the applicant’s request prior to submitting to the AFBCMR.

NGB/A1P recommends denial and concurs with the recommendation of 
A1PP.  A1P states that the applicant needs to go thru the FSS 
for processing to A1P for consideration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the 
applicant on 31 Mar 13, for review and comment within 30 days 
(Exhibit E).  As of this date, no response has been received by 
this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has not exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error.  The applicant has not 
provided evidence of actions on his part to obtain the relief he 
seeks through the proper administrative channels.  The AFBCMR 
process is not intended as a substitute for the proper 
utilization of established channels, such as the local Force 
Support Squadron for the type of correction he seeks.  Until 
such time as he has exhausted all available administrative 
remedies, we find no basis to recommend granting the relief 
requested.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
