APPLICANT REQUESTS THAT:
His 17 Jan 2013 Fitness Assessment (FA) be declared void and
removed from the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:
He was taking prescribed medications at the time of his FA that
caused tachycardia, increased heart rate. He has medical
documentation from his Primary Care Manager (PCM) stating that
the Nexium and Tramadol that he was taking for reflux and lower
back pain may produce the side effect of tachycardia and that
the 17 Jan 2013 FA should be invalidated because the medication
caused him to fail the cardio portion.
In support of his request, the applicant provides copies of his
SF Form 600, Chronological Record of Medical Care, Air Force
Form 108, Physical Fitness Education and Intervention
Processing, and AFFMS information.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial. Although the applicant provided an
AF Form 108 from a medical care provider stating that he had a
medical condition that prevented him from passing the FA, there
is no evidence his unit commander invalidated the FA as
required. In accordance with Air Force Instruction 36-2905, Air
Force Fitness Program, Air Force Guidance Memorandum 5, if the
medical evaluation validates the illness or injury and provides
supporting medical documentation, the unit commander may
invalidate the FA results by notifying the Fitness Assessment
Cell (FAC) in writing.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 29 Oct 2013, a copy of the Air Force evaluation was forwarded
to the applicant for review and comment within 30 days (Exhibit
C). As of this date, this office has not received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice requiring
partial relief. We note the Air Force office of primary
responsibility recommends denial stating there is no evidence
that his unit commander invalidated the FA. However, as stated
in AFI 36-2905, any medication that affects the heart rate or
the hearts response to exercise may invalidate the aerobic
component of the FA. The medical evidence provided by the
applicant substantiates that at the time of the FA he was taking
prescribed medications with known side effects of increased
heart rate. Therefore, we are persuaded that the applicants
cardio component of the FA dated 17 Jan 2013 could have
reasonably been affected by the medications he was prescribed at
the time of the assessment. We took notice of the applicants
request to have the entire FA removed; however, the fitness
report indicates only the cardio component was affected;
therefore, we do not find any evidence to support removing the
entire test. Accordingly, we recommend the applicants record
be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the cardio
component of his Fitness Assessment dated 17 Jan 2013, be
amended to reflect exempt in the Air Force Fitness Management
System.

This logic also concludes a medical condition causing weight gain would cause an increase in AC. She should have never taken the walk test while her dosage was still being adjusted and the FA should be invalidated based on the solid medical evidence presented. While we note the applicant requests the entire FA dated 25 Apr 2012, be removed, the AF Form 422 reflected that she was cleared to test using AC and she has not provided substantial evidence to persuade us otherwise.
