APPLICANT REQUESTS THAT:
1. His flight hours from his service in the United States Navy
(USN) be added to his total flight time as an Air Force flyer.
2. He be awarded senior aircrew wings.

APPLICANT CONTENDS THAT:
When he transferred from the USN to the Air Force, he was
informed his flight hours from the USN would not transfer.
However, upon further review, he determined this was not
correct. He accumulated over 1,200 hours and 6 years on flight
status while serving in the USN. By adding this time to his
flight status as an Air Force officer, he should have
approximately 1,500 total hours and 8 years on flight status.

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade of
captain.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force, which is attached at Exhibit B.

AIR FORCE EVALUATION:
AF/A3O-A1F recommends denial. A3O-A1F states the applicant was
hired into a non-rated position which results in him being
ineligible for an Air Force pilot rating. If he is considered
for a rated position at a later time and a rated vacancy exists,
he may submit an application to appear before an aeronautical
rating board (ARB).

Additionally, upon approval by the ARB, A3O-A1F will award the
rating the date he is assigned to a rated manpower position.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 26 Jul 12, for review and comment within 30 days
(Exhibit C). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice to warrant
award of the senior aircrew wings. As pointed-out by A3O-A1F,
the applicant was hired into a non-rated position; which results
in him being ineligible for an Air Force Pilot rating. As such,
he is not eligible for senior aircrew wings. Therefore, we
agree with the opinion and recommendation of AF/A3O-A1F and
adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error or injustice. In
view of the above and in the absence of evidence to the
contrary, we find no basis to recommend granting this portion of
the relief sought in this application.
4. Nothwithstanding the above, sufficient relevant evidence has
been presented to demonstrate the existence of an injustice to
warrant of the applicant’s request that his USN flight hours be
added to the Air Force Aviation Resource Management System
(ARMS). In support of his request, the applicant has provided
copies of his USN logbooks reflecting his flight hours from
March 2000 to August 2006. While the OPR has not addressed his
request to add his USN flight hours to ARMS, in accordance with
AFI 11-401, Aviation Management, total career USN flight time
can be entered into ARMS in the Other US Military hour block,
when verified by the logbook or other official records certified
by authorized personnel. In view of this, we support favorable
consideration of this portion of his application. Although the
applicant states that he has accumulated over 1,200 USN flight
hours, his logbook reflects a total of 1146.8 hours of
accumulated pilot time. In view of the above, we find the
applicant has provided substantial evidence to warrant partially
correcting the record to add his USN pilot time to ARMS. Should
the applicant provide additional evidence to indicate that he

accumulated additional USN flight hours, we would entertain his
request for further relief. Accordingly, based on the evidence
presently before us, we recommend his records be corrected to
the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that his United
States Navy (USN) total accumulated pilot time (1146.8 hours) be
updated in the Aviation Resource Management System (ARMS).
