APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to reflect his service in
Vietnam.

APPLICANT CONTENDS THAT:
His service in Vietnam was erroneously omitted from his DD Form
214.
His Air Force Form 910, TSGT, SSGT and SGT Performance Report,
rendered for the period 30 November 1969 through 29 November
1970, includes his duties as “Flies as oxygen specialist on high
altitude low opening (HALO) and leaflet dropping missions.”
During a leaflet drop mission the assigned aircraft landed and
spent considerable time on the ground in Vietnam. During 1970,
these missions had him spending considerable time at Cam Rahn
Bay, Republic of Vietnam.
In support of his appeal, the applicant provides a copy of his
29 November 1970 performance report, and an information document
on the North Vietnam Leaflet Campaign.

STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force who
served on active duty from 20 February 1968 to 16 July 1972. He
served as a Physiological Training Specialist and was
progressively promoted to the grade of staff sergeant (E-5). He
was honorably discharged effective 16 July 1972 after serving
4 years, 4 months, and 27 days on active duty with 2 years,
6 months, and 8 days of Foreign Service. His Airman Performance
Report rendered for the period 30 November 1969 through
29 November 1970 indicates part of his duties as flying on
leaflet dropping missions.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states that after a thorough
review of the applicant’s military service records, they found no
evidence to substantiate the applicant served any Foreign Service
in Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 22 August 2012, for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. If the applicant
is able to provide any source documents, (i.e., travel vouchers,
evaluation reports, letters of evaluation, decorations, witness
statements, sworn affidavits, etc.) to verify his Vietnam
service, the Board would be willing to reconsider his request.
However, in the absence of such evidence, we find no basis to
recommend granting the relief sought in this application.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel
will materially add to our understanding of the issues involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the

submission of newly discovered relevant evidence not considered
with this application.
