APPLICANT REQUESTS THAT:
Her Fitness Assessment (FA) dated 12 Sep 12 be removed from the
Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:
1. She has a medical condition of excessively sweaty hands
(officially called hyperhidrosis); however, this has not been a
problem in past FA tests. On 12 Sep 12, she had unusually
sweaty hands and lost her balance in the push-up position.
After losing her balance, the push-up component of the test was
terminated. After the push-up component was terminated, she
completed the remainder of the FA test to demonstrate that she
is physically fit and not malingering with the intent to
challenge the push-up portion of the test.
2. She had Botox as treatment for her sweaty hands but she
noticed some weakness in her hands as a side effect. She
decided to end the Botox treatments. She made an appointment
with her Primary Care Manager (PCM) the next day in order to
document the situation and obtain a profile that allows her to
wear gloves during the push-up portion of the FA test. She
feels strongly that the 12 Sep 12 FA test was skewed by a
mishap. The results unfairly misrepresent her upper body
strength, which is why she requests the test to be removed.
In support of her request, the applicant provides a copy of her
FA Score Sheet and History, a copy of a letter from the
51 MDOS/Primary Care Clinic, and excerpts from her medical
records.

STATEMENT OF FACTS:
The applicant is currently serving in the regular Air Force in
the grade of captain.
In an attempt to administratively resolve the applicants
request, on 30 Nov 12, AFPC/DPSIM requested supporting
documentation, specifically, a copy of the signed AF Form 108,
Physical Fitness Education and Intervention Processing, by her
primary care manager stating that she had a medical condition
that precluded her from achieving a passing score on the FA in
question. The applicant did not respond.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of
the Air Force, which is at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial. The applicant indicates that she
elected to discontinue the Botox treatment for her diagnosed
medical condition of hyperhidrosis because it was affecting her
ability to perform her duties; however, it is unclear when she
discontinued use. The applicants medical records had not been
updated since Dec 11 making it difficult to determine if there
were any restrictions or limitations levied. Normally the PCM
provides an AF Form 469, Duty Limiting Condition (DLC) Report,
to exempt a member from one or more components of the FA.
Unfortunately, the applicant did not provide the AF Form 469.
It should be noted that the applicant was diagnosed in Dec 11
with her medical condition and was administered the FA in Mar
12, which she successfully completed the push-up component.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation were forwarded to the
applicant on 21 Jun 13 for review and comment within 30 days.
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice with regard to
the applicants request to remove her 12 Sep 12 FA test from the
AFFMS. In this respect, we took notice of the applicant's
complete submission in judging the merits of the case; however,
we do not believe she has provided sufficient evidence to
warrant removing the entire FA from her records.
4. Notwithstanding the above, sufficient relevant evidence has
been presented to demonstrate the existence of error or
injustice warranting a measure of relief. We note the opinion
and recommendation of the Air Force office of primary
responsibility; however, after reviewing the evidence of record
and that provided by the applicant, we believe she had a medical
condition that interfered with her ability to complete the push-
up component of the FA test. Specifically, as noted by her
Primary Care Manager, the problem with her successful completion
of this componentwas not likely inadequate strength on her part,
but that she had a medical condition called palmar hyperhidrosis
that caused excessive sweating of the hands. Therefore, we
recommend that the records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the push-
up component of the Fitness Assessment, dated 12 September 2012,
be amended to reflect exempt in the Air Force Fitness
Management System.

This logic also concludes a medical condition causing weight gain would cause an increase in AC. She should have never taken the walk test while her dosage was still being adjusted and the FA should be invalidated based on the solid medical evidence presented. While we note the applicant requests the entire FA dated 25 Apr 2012, be removed, the AF Form 422 reflected that she was cleared to test using AC and she has not provided substantial evidence to persuade us otherwise.

She states that the MTF failed to initiate an AF Form 469 in a timely manner, and that she was not placed on a FA exemption until Nov 10. On 25 Oct 13 she received an updated AF Form 469, stating that she was exempt from the cardio component of the FA. The applicant's AF Form 469 shows the cardio limitations expired on 23 Sep 13, which would have allowed the applicant to complete the cardio component of the FA. The applicant did not provide an updated AF Form 469 to show the exemption expired on a later date.
