APPLICANT REQUESTS THAT: 

 

His record be corrected to reflect he was awarded all authorized 
medals, to include the following: 

 

a. Overseas Service Commemorative Medal. 


 

b. Armed Forces Service Medal (AFSM). 


 

c. Air Force Commemorative Medal. 


 

d. Armed Forces Retired Service Commemorative Medal. 


 

e. NATO Service Commemorative Medal 


 

f. Republic of Vietnam Service Commemorative Medal.

APPLICANT CONTENDS THAT: 

 

He is eligible for several medals that were authorized 
subsequent to his retirement. 

 

The applicant’s complete submission is at Exhibit A.

STATEMENT OF FACTS: 

 

On 1 June 1989, the applicant retired from the Air Force and was 
credited with 20 years and 24 days of total active service. 

 

The remaining relevant facts pertaining to this application are 
described in the letter prepared by the Air Force office of 
primary responsibility which is attached at Exhibit C.

AIR FORCE EVALUATION: 

 

AFPC/DPSID recommends denial, indicating there is no evidence of 
an error or injustice. A review of the applicant’s record 
revealed that his dates of service were from 7 May 1969 to 
31 May 1989; therefore he is ineligible for award of the AFSM as 
it was authorized after 1 Jun 92 to recognize members of the 
Armed Forces who participated in a military operation deemed to 
be significant activity by the Joint Chiefs of Staff where no 
foreign armed opposition or imminent threat of hostile action 
was encountered. In regards to his request for the Overseas 
Service Commemorative Medal, United States Air Force 
Commemorative Medal, Armed Forces Retired Commemorative Medal, 
NATO Service Commemorative Medal, and the Republic of Vietnam 
Defense Commemorative Medal, they are primarily celebratory 
display medals rather than official awards or decorations of the 
United States Air Force and Department of Defense. These 
commemorative medals may be obtained from commercial sources.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the 
applicant on 6 December 2012, for review and comment within 30 
days (Exhibit D). As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice. We took 
notice of the applicant’s complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion 
the applicant has not been the victim of an error or injustice. 
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
