APPLICANT REQUESTS THAT:

His Fitness Assessment dated 27 Jul 12 be removed from the Air 
Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:

1.  While performing the FA test he was told by another 
individual who was being assessed to modify his form in an 
unfamiliar manner.  Specifically, during the sit-up portion of 
his assessment he was told to hit higher on his thighs.  In fear 
of not having his sit-ups count, he followed the instruction and 
began touching his mid-thigh to knee.  He was not used to or 
comfortable with this form, but continued until time expired.  

2.  He was only able to complete 39 out of a 42 minimum required 
for his age group.  He did not know how many sit-ups were 
required because he has never had a score go below 90, to 
include the FA in question, in which he scored a 92.40.  He 
believes that if he had not corrected his form during the test 
that he would have passed the test.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in 
the grade of senior airman (E-4).

The applicant’s last five FA scores are as follows:

AIR FORCE EVALUATION:

AFPC/DPSIM recommends denial.  The applicant scored a composite 
score of 92.40; however, because he did not achieve the minimum 
score in the sit-up component, he received an unsatisfactory 
rating for his FA in question.  

Further, the governing instructions states, “Revised Sit-up 
Verbal Instructions:  The Test Administrator must read the 
following instructions to all Airmen and demonstrate the proper 
technique, or show the Air Force instructional video…”

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 31 Mar 13 for review and comment within 30 days.  
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  After a review 
of the evidence of record and the applicant’s submission we 
believe relief is warranted.  The Board notes the comments of 
the Air Force office of primary responsibility, indicating the 
applicant has failed to sustain his burden of proof to 
substantiate his claim.  However, we believe he has raised 
sufficient doubt regarding the contested fitness assessment.  In 
this respect, we took note of the Sit-up Verbal Instructions as 
outlined in the governing instruction and it appears the verbal 
modification the applicant received was not in accordiance with 
established policy.  Therefore, in view of the above and noting 
the applicant’s history of excellent fitness levels, we 
recommend the applicant’s record be corrected as indicated 
below.  
THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT be corrected to show that the 
Fitness Assessment (FA) score dated 27 July 2012 be removed from 
the Air Force Fitness Management System.
