RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2012-04234
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her Fitness Assessment (FA) dated 5 June 2012 be removed from the
Air Force Fitness Management System (AFFMS).
_________________________________________________________________
APPLICANT CONTENDS THAT:
The fitness assessment was performed by an untrained technical
school student. The waist measurement was performed
inaccurately, resulting in an incorrect fitness assessment
failure. When retested by a Physical Training Leader (PTL) and
the Scott AFB fitness assessment cell (FAC) her waist measurement
was 3.5 inches smaller.
The applicants complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in
the grade of airman first class.
The applicants last three FA scores are as follows:
DATE SCORE
4 July 2011 EXCELLENT
* 5 June 2012 UNSATISFACTORY
3 August 2012 EXCELLENT
*Contested FA score.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial. DPSIM states that on 25 September
2012, a memorandum was sent to the applicant requesting
additional documentation - specifically, a memo from the 382nd
TRS superintendent stating that she was administered a fitness
assessment by a non-PTL, non-prior service, technical student and
a copy of her signed fitness assessment score sheet dated 5 June
2012. Documents dated 19 October 2012 were received from
applicants Military Training Flight Chief; however, the
documents do not substantiate her claim.
The complete DPSIM evaluation is at Exhibit B.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 26 November 2012, a copy of the Air Force evaluation was
forwarded to the applicant for review and response within 30 days
(Exhibit D). As of this date, no response has been received by
this office.

THE BOARD CONCLUDES THAT
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The applicant
contends that her waist measurement was performed by an untrained
technical school student and was performed inaccurately. In
support of her appeal, she provides a statement from the squadron
commander indicating that three subsequent FAs, performed by
trained personnel, clearly show the AC performed during the
contested FA was not performed correctly. The applicants
fitness assessment history reflects that her waist measurement
has consistently measured at 33 inches; however, during the
contested FA her waist measured 36.5 inches. In view of this and
noting the statement of support from the squadron commander, we
find sufficient evidence to conclude the applicants AC was
incorrectly measured during the contested FA. Therefore, we
recommend her records be corrected as indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that her Fitness
Assessment, dated 5 June 2012, be removed from the Air Force
Fitness Management System (AFFMS).
