APPLICANT REQUESTS THAT: 

 

He be awarded the Presidential Unit Citation with two Bronze Oak 
Leaf Clusters (PUC w/2 BOLCs) and any certificates or merits for 
his service while assigned to Travis Air Force Base, California 
and North Africa.

APPLICANT CONTENDS THAT: 

 

He was informed that Travis Air Force Base received award of the 
PUC w/2 Bronze OLCs while he was assigned to the base.

STATEMENT OF FACTS: 

 

The applicant enlisted in the Regular Air Force on 1 February 
1954. 

 

On 28 September 1956, the applicant was released from active duty 
and transferred to the Air Force Reserve. He served 2 years, 
7 months and 28 days on active duty with 6 months and 4 days of 
foreign and/or sea service.

AIR FORCE EVALUATION: 

 

AFPC/DPSID recommends denial. DPSID states the PUC is conferred 
on units of the armed forces of the United States and of 
cobelligerent nations, for extraordinary heroism in action 
against an armed enemy on or after 7 December 1941. The unit 
must display such gallantry, determination, and esprit de corps 
in accomplishing its mission as to set it apart from and above 
other units participating in the same campaign. 

 

The applicant was assigned to the 5th Field Maintenance Squadron, 
Travis Air Force Base, California, from 18 October 1954 to 
12 February 1956. In addition, the applicant served with the 


45th Fighter Day Squadron, United States Air Force Europe, from 
13 February 1956 to 19 September 1956. 

 

After a thorough review of the applicant’s official military 
personnel record and provided documentation, they were unable to 
verify any units in which the applicant served with were awarded 
the PUC. 

 

They were unable to verify award of any certificates or merits 
for the applicant’s service with the 45th Day Fighter Squadron, 
United States Air Force Europe or for his service while assigned 
to Travis Air Force Base.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

On 26 November 2012, a copy of the Air Force evaluation was 
forwarded to the applicant for review and response within 30 days 
(Exhibit D). As of this date, no response has been received by 
this office.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. The applicant’s 
contentions are duly noted; however, after reviewing the evidence 
of record, we agree with the opinion and recommendation of the 
Air Force office of primary responsibility and adopt its 
rationale as the basis for our conclusion the applicant has not 
provided sufficient evidence to substantiate his entitlement to 
the PUC w/2BOLCs and any certificates or merits for his service 
while assigned to Travis Air Force Base or the United States Air 
Forces Europe. Therefore, we find no basis to recommend granting 
the relief sought in this application.
