RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2012-03214
COUNSEL: NONE
HEARING DESIRED: NO
________________________________________________________________
APPLICANT REQUESTS THAT:
His records be corrected to reflect his Foreign Service in Korea
from 30 January through 30 June 1968.
________________________________________________________________
APPLICANT CONTENDS THAT:
His records show active duty in South East Asia (Thailand). He
was also in Korea from 30 January 1968 through 30 June 1968.
In support of his request, the applicant provides AF Form 626,
Temporary Duty Order- Military.
The applicants complete submission, with attachment, is at
Exhibit A.
________________________________________________________________
STATEMENT OF FACTS:
The applicant is a former member of the Air Force who served
from 7 July 1964 through 5 July 1968. He was credited with
3 years, 11 months and 29 days of active duty service. During
that period, he was credited with 11 months and 28 days Foreign
Service. AF Form 7, Airmans Record reflects service in
Thailand.
________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. A review of the applicants
Master Personnel Records failed to substantiate he served in
Korea. The applicant has provided a TDY order, however it does
not prove the applicant actually went TDY.
The complete DPAPP evaluation is at Exhibit C.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 1 October 2012, for review and comment within
30 days (Exhibit D). As of this date, this office has not
received a response.
________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The applicant
contends he was in Korea from 30 January 1968 through 30 June
1968. After a thorough review of the evidence of record and the
applicants complete submission, we believe a preponderance of
the evidence supports corrective action. In this respect, based
on the Temporary Duty (TDY) orders produced by the applicant, we
are persuaded that he performed temporary duty in Korea from
31 January 1968 to 2 May 1968. We took note of AFPC/DPAPPs
recommendation to deny the applicants request; however, we find
the evidence sufficient to favorably consider his request.
Therefore, his records should be corrected as indicated below.
________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that he
performed temporary duty in Kimpo Air Base, Korea from
31 January 1968 to 2 May 1968.

The complete AFPC/DPAPP evaluation is at Exhibit C. AFPC/DPSIDR states based on the applicant’s duties and responsibilities as an aircraft mechanic, his duty location (Okinawa, Japan), and the fact his DD Form 214 reflects he was awarded the VSM and RVCM, the likelihood of his having served in direct support of military operations supporting Vietnam is highly likely. This document is not inherently part of Air Force members’ personnel records; therefore, this documentation is not always...
