APPLICANT REQUESTS THAT:

The 2T211, Air Force Specialty Code (AFSC) be removed from his 
military personnel records.

APPLICANT CONTENDS THAT:

He was not scheduled to attend technical training school, nor 
was he given the career development course (CDC), or issued a 
government driver’s license during the time of his Reserve duty 
at Homestead Air Force Base.  The 30474 Ground Radio AFSC is the 
only AFSC he has held since 1996.

STATEMENT OF FACTS:

According to documents extracted from the automated records 
management system (ARMS), the applicant enlisted in the 
Massachusetts Air National Guard (ANG) on 26 August 1980.  Upon 
his voluntary relocation to find employment in Florida, he was 
transferred to the Inactive Reserves effective 18 November 1994.  
Effective 26 September 2008, the applicant was assigned to a 
Florida ANG unit and was classified as an Air Transportation 
Specialist with the Duty AFSC (DASFC) of 2T251.  He subsequently 
requested to be reassigned to the Individual Ready Reserve 
(IRR), which was made effective on 28 June 2010.

AIR FORCE EVALUATION:

AFRC/A1K states in accordance with Air Force Instruction 36-
2101, Classifying  Military Personnel (Officer and Enlisted), 
paragraph 2.3.2. Air Force personnel in technical training are 
awarded the 1-skill level AFSC in the specialty they are 
enrolled in at technical training as their Control AFSC (CAFSC).  
AFI 36-2101, paragraph 3.3 states, in part, the DAFSC for 
enlisted personnel must match the CAFSC unless the enlisted 
Airman is on temporary duty (TDY) outside the CAFSC.  In the 
case of the applicant, the AFSC of 2T211 denotes the 1-skill 
level (helper) which identifies personnel initially classified 
in an Air Force Specialty when entering the Air Force or when 
retraining.  The applicant met the conditions as outlined by Air 
Force guidance that warranted him being classified as a 2T211.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 24 September 2012 for review and comment within 30 
days (Exhibit D).  To date, this office has not received a 
response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.  

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  After a 
thorough review of the evidence of record and the applicant’s 
submission, we believe relief is warranted.  The applicant 
contends that he was not afforded the required training to 
attain a skill level in the 2T2X1 Air Force Specialty Code 
(AFSC).  We note the comments of the Air Force office of primary 
responsibility, indicating the applicant met the conditions as 
outlined by Air Force guidance that warranted his being 
classified as a 2T211, 1-skill level (helper), because of his 
retraining status and therefore, they recommend denial of his 
request.  Even though it appears there was no error on the part 
of the Air Force in effecting the applicant’s AFSC, we believe 
it would be an injustice to require him to continue to carry the 
AFSC in light of the fact that he was not provided necessary 
training in order to be properly developed in the AFSC.  Based 
on the above, we recommend that the applicant’s record be 
corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT be corrected to show that on 
31 May 2008, he was assigned a control and duty Air Force 
Specialty Code of 9A200 - Enlisted Airman Awaiting Discharge, 
Separation or Retirement; rather than 2T211 - Air 
Transportation.

Your application to the Air Force Board for Correction of Military Records, AFBCMR 
BC-2012-02908 has been finalized.

	The Board determined that the military records should be corrected as set forth in the 
attached copy of a Memorandum for the Chief of Staff, United States Air Force.  The office 
responsible for making the correction will inform you when your records have been changed.

	After correction, the records will be reviewed to determine if you are entitled to any 
monetary benefits as a result of the correction of records.  This determination is made by the 
Defense Finance and Accounting Service (DFAS-IN), Indianapolis, Indiana, and involves the 
assembly and careful checking of finance records.  It may also be necessary for the DFAS-IN to 
communicate directly with you to obtain additional information to ensure the proper settlement 
of your claim.  Because of the number and complexity of claims workload, you should expect 
some delay.  We assure you, however, that every effort will be made to conclude this matter at 
the earliest practical date.

	Having received and considered the recommendation of the Air Force Board for 
Correction of Military Records and under the authority of Section 1552, Title 10, United States 
Code it is directed that: 

	The pertinent military records of the Department of the Air Force relating, be corrected to 
show that on 31 May 2008, he was assigned a control and duty Air Force Specialty Code of 
9A200 - Enlisted Airman Awaiting Discharge, Separation or Retirement; rather than 2T211 - Air
