His fitness assessment test, dated 1 December 2011, be removed.

APPLICANT CONTENDS THAT:
The physical training tester conducted a waist measurement which
resulted in a measurement of 39 inches. He looked at the tape
during the measurement and it was 37 inches. The tester did not
like the way he looked and thought he was sucking in his stomach.
The tester then adjusted the tape out to 39 inches for all three
measurements.
After the fitness assessment, he immediately went to his First
Sergeant and his Unit Fitness Program Manager. They performed
waist measurements on him and both measurements were 37 to 37.5
inches. The Human Performance Flight Commander also performed a
courtesy measurement which revealed a waist measurement of
37 inches.
In support of his request, the applicant provides letters of
support from his commander, flight commander, an excerpt from the
Fitness Program instruction, his Air Force Fitness Management
print out, AF Form 422, Notification of Air Force Member’s
Qualification Status and AF Form 469, Duty Limiting Report.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of senior airman.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial. On 16 April 2012, DPSIM requested
the applicant forward a signed memorandum from the Fitness
Assessment Cell (FAC) tester documenting that his abdominal
circumference was measured incorrectly. As of the date of the
advisory, the requested information had not been received.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant responded to DPSIM’s request stating the tester
could not recall the test and would not sign a memorandum
stating the abdominal measurement was incorrectly done.
The applicant also states he went back to the FAC with his First
Sergeant the day of the actual test; however, the FAC would not
retape him. The policy states if there is a dispute, the member
may be retaped in front of the First Sergeant or Commander, yet,
that option was not presented at that time.
He reported to the Human Performance Fight Commander, who
oversees the FAC, on 5 December 2011, and was measured at
37 inches. He could not see the Commander until then because he
was on temporary duty.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an injustice to warrant relief. We thoroughly
considered the applicant’s complete submission and the Air Force
office of primary responisbilty’s recommendation not to remove the
fitness assessment score. However, based on the statements from
his commander and the Human Performace Flight commander attesting
to his abdominal circumference measurement of 37.0 inches, we
believe reasonable doubt has been established as to whether or not
the fitness assessment was properly and accurately documented.
Based on the foregoing, we believe any doubt should be resolved in
the applicant’s favor and we recommend that the records be
corrected as indicated below.

The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that the
fitness assessment score dated 1 December 2011, be removed from
the Air Force Fitness Management System.

The Airman may use one hand to initially assist the tester in anchoring the tape measure to the body, but must remove the hand from the tape measure before the official measurement is recorded.
