APPLICANT REQUESTS THAT: 

 

1. His reclassification package be reconsidered. (Previously 
approved by Board) 

 

2. He be reinstated to active duty service.

APPLICANT CONTENDS THAT: 

 

The procedures used in the reclassification process led to his 
dismissal from the Air Force. 

 

The applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS: 

 

Under AFBCMR Docket number BC-2011-00096 (Exhibit B), the 
applicant was allowed to submit a personal statement for 
inclusion in his Initial Skills Elimination Reclassification 
package and his package was presented to the Initial Skills 
Training Officer Reclassification Panel for reconsideration on 
15 Sep 2011. Following reconsideration, it was determined the 
applicant should be reclassified into Air Force Specialty Code 
61A, Analyst.

AIR FORCE EVALUATION: 

 

AFPC/DPSIP recommends partial approval. DPSIP states based upon 
the Reclassification Authority’s decision, recommend the AFBCMR 
direct reappointment of the applicant as a second lieutenant into 
the active duty Air Force. Following the Board’s direction, the 
applicant will be immediately submitted for appointment as a 
direct accession into the Line of the Air Force. Upon approval 
of the appointment, the applicant will be ordered to active duty 
and scheduled for initial skills training in the 61A, Analyst 
career field. His service dates will be adjusted in accordance 
with AFI 36-2604, Service Dates and Dates of Rank. However, 
should the Board vacate the separation and direct reinstatement 
with back pay and entitlements, the applicant will be immediately 


reinstated effective 11 Ju1 11. As such, the applicant will 
maintain his original service dates. If the applicant is 
reinstated vice reappointed, recommend the Board direct his 
record be withheld from consideration by a Force Shaping Board or 
captain's promotion board until such time he has he earned a 
minimum of three officer performance reports or a maximum 
exemption of three years, whichever comes first. In so doing, 
the applicant will be allotted an opportunity to document 
performance within the same timeline as his peers.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the DPSIP evaluation was forwarded to the applicant on 
29 November 2011 for review and comment within 30 days. To date, 
no response has been received. Exhibit D.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was timely filed. 

 

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice to warrant 
partial approval. In this respect, we note that based on a 
previous correction to his records, the applicant was allowed to 
submit a personal statement for inclusion in his Initial Skills 
Elimination Reclassification package and his package was 
presented to the Initial Skills Training Officer Reclassification 
Panel for reconsideration. Following reconsideration, it was 
determined the applicant should be reclassified into Air Force 
Specialty Code 61A, Analyst. He now requests that he be 
reinstated on active duty contending that the improper procedure 
followed during the reclassification process led to his dismissal 
from the Air Force. We note that the Air Force office of primary 
recommends partial approval and we agree with their 
recommendation. Although the applicant requests reinstatement to 
active duty, we believe it is more equitable that he be 
immediately submitted for appointment as a direct accession into 
the Line of the Air Force, ordered to active duty and scheduled 
for his initial training in the 61A, Analyst career field. In 
view of the above, we recommend his records be corrected to the 
extent indicated below. 

 

 


4. The applicant's case is adequately documented and it has not 
been shown that a personal appearance with or without counsel will 
materially add to the Board's understanding of the issues 
involved. Therefore, the request for a hearing is not favorably 
considered.

THE BOARD RECOMMENDS THAT: 

 

The pertinent military records of the Department of the Air Force 
relating to APPLICANT, be corrected to show that: 

 

a. He be returned to active duty as a direct accession and 
his extended active duty date be based on his availability. 

 

b. He be scheduled for initial skills training in the 61A, 
Analyst career field in the earliest available class. 

 

c. His service dates be adjusted in accordance with AFI 36-
2604.
