APPLICANT REQUESTS THAT: 

 

His records be corrected to reflect he received a 10 percent 
increase in his retirement pay due to receiving the Airman’s 
Medal (AmnM).

APPLICANT CONTENDS THAT: 

 

He received the AmnM for saving a little girl from drowning. He 
did not realize at the time that he could receive a 10 percent 
increase in his retirement pay for receiving the AmnM and now 
humbly requests the increase. 

 

In support of his appeal, the applicant provides his DD Form 
214, Certificate of Release or Discharge from Active Duty.

STATEMENT OF FACTS: 

 

The relevant facts pertaining to this application, extracted 
from the applicant’s master personnel records, are described in 
the letter prepared by the Air Force office of responsibility 
which is included at Exhibit C. Therefore, there is no need to 
recite these facts in this record of proceedings.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDRA recommends denial indicating there is no evidence 
of an error or injustice. The AmnM is awarded to members of the 
Armed Forces of the United States or foreign military personnel 
who, while serving in any capacity with the United States Air 
Force, distinguished themselves by heroism involving voluntary 
risk of life under conditions other than those of actual 
conflict with the enemy. The Secretary of the Air Force 


Personnel Council (SAFPC) determines entitlement to a 10 percent 
increase in retirement pay for the AmnM when awarded to enlisted 
members for extraordinary heroism upon approval of the award. 
According to Special Order GB-690, dated 15 Sep 89, SAFPC 
approved the award of the AmnM for the applicant’s heroism on 
31 Mar 89, but not for extraordinary heroism. Since the 
applicant did not receive the AmnM for extraordinary heroism he 
does not qualify for consideration of entitlement to an 
additional 10 percent increase in retirement pay.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

On 10 Nov 11, a copy of the Air Force evaluation was forwarded 
to the applicant for review and comment within 30 days. As of 
this date, no response has been received by this office 
(Exhibit D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. We note the 
applicant’s request to be awarded an additional 10 percent in 
retired pay based on “extraordinary heroism;” however, he 
received the AmnM for “heroism.” In order to be considered to 
receive an additional 10 percent increase in retired pay the 
recognized act must have been for “extraordinary heroism.” The 
applicant’s heroism for which he was awarded the AmnM is duly 
noted; however, since it was not awarded based on “extraordinary 
heroism,” we find no basis to recommend granting the requested 
relief.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
