APPLICANT REQUESTS THAT:

1.  The narrative reason for separation and  separation  authority  be
changed to reflect his honorable discharge.

2.  His entitlement to all service ribbons and badges be reinstated.

APPLICANT CONTENDS THAT:

His wife disappeared and he went to search for her and upon return  he
was discharged without any assistance or counseling.

In support of his request, the applicant provides a  copy  of  his  DD
Form 214, Armed Forces of the United  States  Report  of  Transfer  or
Discharge and documents extracted from his military personnel records.

STATEMENT OF FACTS:

On 9 Nov 72, the applicant contracted his enlistment  in  the  Regular
Air Force.

On 9 Aug 73, the  applicant’s  commander  notified  him  that  he  was
recommending his  discharge  from  the  Air  Force  for  unsuitability
(character and  behavior  disorder).   The  specific  reason  for  the
discharge action was the applicant underwent a psychiatric  evaluation
and was diagnosed with a character behavior disorder.

His commander advised him of his rights in this matter. The  applicant
acknowledged receipt of the notification of discharge and  waived  his
right to submit statements  in  his  own  behalf.   The  legal  office
reviewed  the  case  and  found  it  legally  sufficient  to   support
separation and  recommended  discharge  with  an  honorable  discharge
without probation and rehabilitation.

On 9 Aug 73,  the  discharge  authority  directed  discharge  with  an
honorable discharge without  probation  and  rehabilitation.   He  was
discharged on 10 Aug 72.

On 5 Oct 10,  AFPC/DPSIDR  informed  the  applicant  his  request  for
entitlement  to  awards  and  decorations  had  been  administratively
resolved.  His entitlement to the National Defense Service  Medal  had
been  verified  and  his  DD  Form  214  accurately   reflects   such.
Unfortunately, his entitlement to any additional awards could  not  be
verified.

AIR FORCE EVALUATION:

AFPC/DPSOS recommends denial of the applicant’s request to change  his
narrative  reason  for  separation.   DPSOS   notes   based   on   the
documentation  in  the  applicant’s  master  personnel   record,   the
discharge, to include the narrative reason and  separation  authority,
was consistent with the procedural and substantive requirements of the
discharge manual and  was  within  the  discretion  of  the  discharge
authority.  Furthermore, the applicant did not submit any evidence  or
identify any errors or  injustices  that  occurred  in  the  discharge
processing.  He has not provided any facts to  warrant  the  requested
relief.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
29 Dec 10 for review and comments within 30 days.  As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of  error  or  injustice  warranting  a  change  of  the
narrative reason for separation.  We took notice  of  the  applicant's
complete submission in judging the merits of  the  case;  however,  we
find no evidence of  an  error  or  injustice  that  occurred  in  the
discharge processing.  After a review of the evidence  of  record,  we
find no evidence showing  the  narrative  reason  for  separation  was
erroneous or unjust.  Based on the available evidence  of  record,  it
appears the discharge, to  include  the  reason  for  separation,  was
consistent  with  the  substantive  requirements  of   the   discharge
regulation and within the commander's  discretionary  authority.   The
applicant has provided no evidence which would lead us to believe  the
characterization of service and narrative reason  for  separation  was
contrary to the provisions of the governing regulation, unduly  harsh,
or disproportionate to circumstances of his discharge.  Therefore,  in
the absence of evidence to the contrary, we find no basis  upon  which
to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
