APPLICANT REQUESTS THAT:
1. Add the following awards to his DD Form 214, Certificate of
Release from Active Duty:
A. He be awarded the Joint Service Achievement Medal administratively corrected.
B. Navy Achievement Medal - administratively corrected.
C. Global War on Terrorism Medal - administratively
corrected.
D. Air Force Achievement Medal (AFAM).
2. Amend the following items to his DD Form 214:
A. Army Good Conduct Medal.
B. Navy Sea Service Deployment Ribbon should reflect one (1)
Silver Star administratively corrected.
C. Navy Expert Pistol should read Navy Sharp Shooter, not
expert.

APPLICANT CONTENDS THAT:
He believes he is entitled to the contested awards.
In support of his request, the applicant provides a personal
statement and documents extracted from his military personnel
records.

STATEMENT OF FACTS:
The applicant entered active duty in the Air Force Air National
Guard on 22 September 2001.
On 14 July 2003, the applicant was honorably released from active
duty and transferred to the Air National Guard. He served
1 year, 9 months and 23 days on active duty. He was credited
with 10 years, 2 months, and 3 days of prior active service.
On 23 May 2011, ARPC/DPTSA advised the applicant that he is
authorized the following medals and ribbons: Joint Service
Achievement Medal, Air Force Good Conduct, Army Service Ribbon
w/one device, Air Reserve Meritorious Service Medal, National
Defense Service Medal, Global War on Terrorism Service Medal, Air
Force Longevity Medal w/three devices, Air Force Reserve Medal
w/M device, Sea Service Deployment Ribbon w/one Silver Star and
one Bronze Star, Navy Achievement Medal, Navy Expert Pistol Medal
(E), Navy Expert Rifle Medal, and the Navy Good Conduct.
On 20 June 2011, ARPC/DPTS advised the applicant that they
updated his Longevity Service Award to three Oak Leaf Clusters
and added the Air Force Meritorious Service Medal basic. Also,
updated the Navy Achievement Medal and the Joint Service
Achievement Medal as well as changed the devices on his Sea
Service Ribbon to reflect one Silver Star and one Bronze Star.
They were unable to verify the applicant completed three
satisfactory years of service in the Army; therefore, unable to
update the Army Good Conduct Medal. Also, there is no conversion
for the E sharpshooter - the closest the Air Force has is the
Expert Pistol.

AIR FORCE EVALUATION:
ARPC/DPSVT recommends denial of the AFAM. DPSVT states on
15 September 2010 and on 28 September 2010, the applicant was
contacted by DPSVT via email to provide copies of orders and or a
citation of the AFAM in order to review his request. DPSVT has
not received any supporting documentation from the applicant as
requested.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 12 November 2010, a copy of the Air Force evaluation was
forwarded to the applicant for review and comment within 30 days
(Exhibit C). As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The applicants
contentions are duly noted; however, after reviewing the
available evidence of record we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion the
applicant has not provided sufficient evidence which entitles him
to award of the AFAM and the Army Good Conduct Medal. In regard
to the applicants request to have his DD Form 214 amended to
read Navy Sharp Shooter rather than Navy Expert Pistol Medal,
as stated in the ARPC/DPTS letter dated 20 June 2011, there is no
conversion for the sharpshooter. Therefore, other than the
administrative corrections made to his record, we find no basis
to recommend granting any additional relief.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of an error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
