STATEMENT OF FACTS: 

 

The relevant facts pertaining to this application, extracted from 
the applicant's military records, are contained in the letter 
prepared by the appropriate office of the Air Force at Exhibit C.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDRA recommends denial. DPSIDRA states that due to the 
limited documentation in the applicant’s record, they are unable 
to place him with the 6213th Air Base Squadron. After a review 
of the governing AFI, they could not verify the PUC being awarded 
to the 6213th Air Base Squadron or the 99th Bomb Wing. 

 

The AFPC/DPSIDRA evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

The applicant disagrees with the Air Force evaluation stating 
that it is flawed. He believes if DPSIDRA had researched his 
military assignments they would have found that he was assigned 
to the 99th Bomb Wing, 99th FMS, and the 8th AF, from 1968 to 1971. 


The PUC was subsequently awarded to the personnel who served in 
support of Operation Arc Light.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. After a thorough 
review of the evidence of record and applicant's submission, we do 
not find his uncorroborated assertions, in and by themselves, 
sufficiently persuasive to override the rationale provided by the 
Air Force. Therefore, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
and adopt the rationale expressed as the basis for our decision 
that the applicant has failed to sustain his burden of having 
suffered either an error or injustice. Therefore, in the absence 
of persuasive evidence to the contrary, we find no basis to 
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that the 
application was denied without a personal appearance; and that the 
application will only be reconsidered upon the submission of newly
