APPLICANT REQUESTS THAT:
1. His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be amended in item 2, to read AF10121106
rather than AF1012106 and any other document that has the wrong
service number administratively corrected.
2. He be awarded the Vietnam Service Medal (VSM) and any other
medals for his service in Vietnam.

APPLICANT CONTENDS THAT:
His service number is incorrect on his DD Form 214 and he did not
receive awards for his service in Vietnam.
In support of his request, the applicant provides documents
extracted from his military personnel records.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 9 October
1964.
He was honorably released from active duty on 2 October 1968,
under the provisions of AFM 39-10 (Convenience of the Government)
and transferred to the Air Force Reserves. He served 3 years,
11 months, and 22 days on active duty with 1 year 7 months and
1 day of Foreign service.
AFPC/DPAPP advised the applicant on 26 May 2010 that they were
able to verify the applicant served at Clark Air Base, Republic
of Philippines, from 1 March 1967 to 1 October 1968, for 1 year,
7 months, and 1 day. They asked the applicant to provide any
documentation (travel vouchers, evaluation reports, letters of
evaluation, decorations, etc.) that would substantiate he was
assigned temporary duty to the Republic of Vietnam. However, he
did not respond.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states a review of the
applicants record and documentation submitted did not reveal the
applicant had foreign service time in the Republic of Vietnam.

AFPC/DPSIDR recommends denial. DPSIDR states they were unable to
verify boots on ground in Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 24 September 2010, copies of the Air Force evaluations were
forwarded to the applicant for review and comment within 30 days
(Exhibit E). As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The applicants
contentions are duly noted; however, after reviewing the evidence
of record we agree with the opinion and recommendations of the
Air Force offices of primary responsibility and adopt their
rationale as the basis for our conclusion the applicant has not
provided evidence showing his entitlement to the VSM or any other
medals. Therefore, other than the administrative correction
(service number) to his records, we find no basis to recommend
granting the additional relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of an error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
