APPLICANT REQUESTS THAT:
His records be corrected to reflect the following:
1. He was awarded the Vietnam Service Medal (VSM) (administratively resolved).
2. Credited for his service in the Republic of Vietnam.

APPLICANT CONTENDS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, does not reflect his VSM or credit him
with the two days he served in the Republic of Vietnam. He now
has Type-2 Diabetes and the Department of Veterans Affairs (DVA)
requires proof of his service in the Republic of Vietnam and at
Ubon Air Base, Thailand.
In support of his request, the applicant provides copies of his
Permanent Change of Station (PCS) orders and DD Form 214.
The applicants complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
The applicants military personnel records indicate that he
enlisted in the Regular Air Force on 18 Feb 57 in the grade of
airman basic (E-1) and was progressively promoted to the grade
of airman first class (E-4), effective and with a date of rank
of 1 Mar 60. On 28 Oct 65, he was honorably discharged at the
expiration of his term of service and was credited with 8 years,
8 months, and 11 days of total active service.
On 1 Feb 11, AFPC/DPAPP notified the applicant that while they
were able to verify his service at Udon Air Base, Thailand and
correct his records administratively, they were unable to verify
he served in the Republic of Vietnam.
On 17 Mar 11, AFPC/DPSIDR notified the applicant of their
determination of his entitlement to the VSM with one Bronze
Service Star (BSS) and the Republic of Vietnam Campaign Medal
(RVCM) and that his records were corrected administratively.

contained in the letter prepared by the appropriate office of
the Air Force, which is attached at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial of the applicants request for
credit for service in the Republic of Vietnam, indicating there
is no evidence of an error or injustice. While the applicants
foreign service in the United Kingdom and Thailand were
verified, there was no mention of any time served in the
Republic of Vietnam in his master personnel records.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 8 Apr 11 for review and comment within 30 days. As
of this date, no response has been received by this office
(Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice regarding the
applicants request to correct his records to reflect his
service in the Republic of Vietnam. We took notice of the
applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of
the Air Force office of primary responsibility (OPR) and adopt
its rationale as the basis for our conclusion the applicant has
not been the victim of an error or injustice. We note the Air
Force OPR has determined the applicants eligibility for foreign
service credit for his service while stationed at Udon Air Base,
Thailand, and based on this assignment, his eligibility for the
Vietnam Service Medal with one Bronze Service Star (VSM w/1
BSS), and the Republic of Vietnam Campaign Medal (RVCM); they
have taken action to correct his records administratively.
Therefore, in the absence of evidence reflecting his service in
the RVN, we find no basis for us to recommend granting relief
beyond that accomplished administratively.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
