APPLICANT REQUESTS THAT:
His DD Form 214, Report of Separation from Active Duty, be
corrected to reflect his Vietnam service.

APPLICANT CONTENDS THAT:
He served in Saigon, Vietnam, where his flight missions were tasked
to bring supplies to the base. He also transported military
members back to Japan for rest and relaxation; he also brought back
body racks. He travelled once a month beginning in the fall of
1969 thru 1970. The aircraft were camouflaged and flew missions at
night usually under fire by ground forces. He is in need of
Department of Veterans Affairs (DVA) health benefits; however, his
Vietnam service time is not documented in his official records.
In support of his request, applicant provides a copy of AF Form
1712, Uniform Military Personnel Record, a copy of his DD Form 214,
and a copy of his congressional package.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 9 Jan 69. He
received an under honorable conditions (general) discharge on
19 Apr 72. The applicant was discharged in the grade of airman (E-
2) after serving 2 years, 1 month, and 21 days on active duty.
The applicants AF Form 7, Airman Military Record, reflects he was
assigned to the 374 Organizational Maintenance Squadron (OMS), Naha
Air Base, Okinawa, R.I. (PACAF) on 12 Jul 69. There is no mention
of Vietnam service on the AF Form 7. The applicants performance
reports do not mention any service time in Vietnam.
AFPC/DPAPP sent the applicant a letter on 22 Mar 10 requesting some
type of source documents with his name on it that shows the actual
location and number of days served in Vietnam.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states the applicants records
do not reflect any service in Vietnam. Therefore, they cannot
support his request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant submits an AF Form 470, Military Pay Record, which
reflects a hand written note that states combat zone
substantiating his claim that he served at Tan Son Nhut Air Force
Base (Saigon) beginning Jul 69.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
