APPLICANT REQUESTS THAT:
His reentry (RE) code of 2C (Involuntarily separated with an honorable
discharge; or entry level separation without characterization of service)
and his narrative reason for separation (personality disorder) be changed.

APPLICANT CONTENDS THAT:
He does not have a personality disorder and would like to pursue a career
in the Armed Forces. His discharge was rushed and based on an isolated
incident which occurred during his first 180 days of military service. He
experienced chest pains when he heard that a family member had died;
however, the news did not hinder him from completing his work.

STATEMENT OF FACTS:
The applicant was notified by his commander on 9 Sep 02, that he was
recommending his discharge from military service for a condition that
interferes with military service; specifically, for mental disorders.
He was discharged with an uncharacterized, entry-level separation for
Personality Disorder and issued a separation code of JFX and an RE code of
2C on 25 Sep 02. He served 2 months and 13 days on active duty.
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letters prepared by
the appropriate office of the Air Force at Exhibits C and D.

AIR FORCE EVALUATION:
HQ AFPC/DPSOS recommends denial of the applicant’s request to change his RE
code; however, they recommend changing his narrative reason for separation
to “Secretarial Authority” and his separation code to “KFF.”
DPSOS notes that prior to 2003, the Services characterized all discharges
due to mental disorders under a blanket separation code of “JFX” with a
narrative reason of “Personality Disorder.” The separation code and
narrative reason did not properly distinguish the other mental disorders
(adjustment disorder, impulse control disorder or other disorders) for
which service members could be separated. In Sep 04, the Office of the
Secretary of Defense (OSD) released updated standardized codes, including
additional codes for the more specific mental disorders. Since the
applicant was diagnosed with an adjustment disorder and not a personality
disorder, his separation code and narrative rason for separation should be
corrected to reflect “KFF” and “Secretarial Authority.”
DPSOS states airmen are given an entry-level separation/ uncharacterized
service characterization when separation is initiated within the first 180
days of continuous active service because the Department of Defense (DoD)
determined it would be unfair to the member to characterize their limited
service. DPSOS notes that an uncharacterized character of services results
in the receipt of a RE code of 2C.

HQ AFPC/DPSOA recommends denial. DPSOA states the applicant’s RE code of
2C is appropriate based on his involuntary entry-level separation with an
uncharacterized character of service. The narrative reason and code does
not have an effect on his RE code. Additionally, he has provided no
support of an error or injustice in reference to his RE code.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 9
Apr 10, for review and comment within 30 days. As of this date, this
office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice regarding correction of the separation
code and narrative reason for the applicant’s separation. In that regard,
we note that the Air Force office of primary responsibility (OPR),
AFPC/DPSOS, indicates that in 2004 the Office of the Secretary of Defense
released updated standardized codes to specifically identify mental
disorders. Prior to this change, all mental disorders were grouped under
the code for “Personality Disorder.” Since the applicant was actually
diagnosed with an “Adjustment Disorder,” but was discharged prior to the
2004 change, DPSOS recommends his code and narrative reason be changed to
“Secretarial Authority.” We agree with their recommendation and believe it
is in the interest of justice to change the separation code and narrative
reason to the more favorable code of “KFF” and narrative reason of
“Secretarial Authority.” We also agree with the recommendations of
AFPC/DPSOS and AFPC/DPSOA to deny the applicant’s request to change his
reenlistment eligibility code. After reviewing the evidence of record, we
note the applicant served less than 180 days and was correctly furnished an
entry level separation. His RE code of “2C” is the appropriate code for
this type of separation. Therefore, we recommend the record only be
corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 25 September 02, he was
discharged by reason of “Secretarial Authority,” with a separation code of
“KFF.”

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 25 September 2002, he
was discharged by reason of “Secretarial Authority,” with a separation code
of “KFF.”
