APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge  from  Active  Duty  be
changed to reflect his Primary Air Force Specialty Code  (PAFSC)  as  64590,
Inventory Management Superintendent.

APPLICANT CONTENDS THAT:

A master sergeant (MSgt) in the 645XO career field was considered  qualified
to be a nine-level superintendent after  six  months  time  in  grade.   The
supervisor was responsible for ensuring the actions  required  for  awarding
the higher skill level were initiated.  His supervisor at that  time  was  a
retired technical sergeant (TSgt)  employed  as  a  civil  servant  and  was
unaware of the procedures because he was never  promoted  to  the  grade  of
MSgt.

In support of his request, the applicant provided a  copy  of  his  DD  Form
214.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on  23  August  1971  as  an
Inventory Management Specialist.

He was promoted to the grade of MSgt having  assumed  that  grade  effective
and with a date of rank of 1 January 1991.

On 5 April 1993, he was retired in the grade  of  MSgt  with  a  permanently
disability.

Block 11, Primary Specialty, of his DD  Form  214,  reflects  he  served  21
years, 7 months and 13 days on active duty with a PAFSC of 64570,  Inventory
Management Supervisor.

Block 14, Military Education, of his DD Form 214, reflects he completed  the
Noncommissioned  Officer  Leadership  School  in  September  1983  and   the
Supervisory Development Course in July 1976.

AFM  35-1,  Military  Personnel  Classification  Policy  Manual   (Officers,
Warrant Officers, Airmen), dated 27 September 1990, states the  requirements
for award of the 9-skill level to a MSgt are completion of  the  Senior  NCO
Academy, a recommendation  by  the  supervisor  and  meeting  the  mandatory
requirements contained in AFR 39-1, Airman Classification.

AIR FORCE EVALUATION:

AFPC/DPSIDC recommends denial.   DPSIDC  states  based  on  the  performance
reports available in the applicant’s record they were able to  determine  he
was awarded AFSC 64570, Inventory Management Supervisor.   However,  he  did
not provide any documentation in support  of  his  request,  other  than  to
acknowledge his supervisor may not have completed the  actions  required  to
award him the next higher skill level.  Consequently, in the  absence  of  a
source document, such as an AF Form  2096,  Classification  or  on  the  Job
Training Action,  DPSIDC  cannot  support  corrective  action  because  they
cannot confirm he met all  the  requirements  necessary  for  award  of  the
specialty at a the higher skill level.  DPSIDC discovered  the  AFSC  he  is
requesting, 64590, Inventory Management Superintendent, was  deleted  on  30
April  1976  and  changed  to  64592.   Subsequently,  AFSC  64592,   Supply
Management Superintendent, was deleted on 31 October  1980  and  changed  to
64599, Supply Management Superintendent.  DPSIDC recommends  denial  because
neither the documentation he provided nor  the  documentation  available  in
his record supports his request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the  Air  Force  evaluation  was  forwarded  to  applicant  on  21
November 2008 for review and response within 30 days.  As of this  date,  no
response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.  The applicant’s  contentions  are  duly
noted;  however,  after  reviewing  the  evidence  of  record,  we  are  not
persuaded he meets the requirements for award  of  the  9-skill  level.   We
note there are no documents in his military personnel  record  awarding  him
AFSC 64590, nor are there documents indicating he met the  requirements  for
award  of  the  9-skill  level,  in  particular,  a  recommendation  by  his
supervisor and evidence  showing  completion  of  the  Senior  NCO  Academy.
Therefore, we agree with the opinion and recommendation  of  the  Air  Force
office of primary responsibility and adopt its rationale as  the  basis  for
our conclusion that the applicant has not been the victim  of  an  error  or
injustice.  In  the  absence  of  evidence  to  the  contrary,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of an error or injustice;  that  the  application  was  denied
without a personal  appearance;  and  that  the  application  will  only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
