APPLICANT REQUESTS THAT:

He be awarded the  Distinguished  Unit  Citation.   However,  the  requested
medal does not exist and it appears the applicant  is  requesting  award  of
the Distinguished Flying Cross (DFC), and two  Presidential  Unit  Citations
(PUCs).

STATEMENT OF FACTS:

On 3 Dec 90, the Board considered and denied an  application  pertaining  to
the applicant, in which he requested that his records be corrected  to  show
he was awarded the DFC and two PUCs.  A  complete  copy  of  the  Record  of
Proceedings is attached at Exhibit E (with Exhibits A through D).

By application, dated 11 Sep 07  and  14  May  08,  the  applicant  requests
reconsideration of his case contending that others received  the  DFC  after
completing 15 missions and the last two missions he  flew,  along  with  the
recommendation for award of the DFC, were lost.

In support of the  appeal,  the  applicant  submits  a  personal  statement,
newspaper clippings, and excerpts  from  his  available  military  personnel
records.

The applicant’s submission, with attachments, is at Exhibit F.

THE BOARD CONCLUDES THAT:

We have thoroughly reviewed  the  evidence  of  record  and  considered  the
weight and  relevance  of  the  additional  documentation  provided  by  the
applicant, and whether or not  it  was  discoverable  at  the  time  of  any
previous application.  However, since no new and relevant evidence has  been
provided,  we  find  the  request   does   not   meet   the   criteria   for
reconsideration.   As   the   applicant   has   been   previously   advised,
reconsideration is provided only where newly  discovered  relevant  evidence
is presented which was not available when  the  application  was  submitted.
Further,  the  reiteration  of   facts   we   have   previously   addressed,
uncorroborated  personal  observations,  or  additional  arguments  on   the
evidence  of  record  are  not  adequate  grounds  for  reopening  a   case.
Therefore, in view of the above and in  the  absence  of  new  and  relevant
evidence, we find no basis to reconsider the applicant’s request.

THE BOARD DETERMINES THAT:

The applicant be notified that the additional  evidence  presented  did  not
meet  the  criteria  for  reconsideration  by  the  Board;  and   that   the
application  will  only  be  reconsidered  upon  the  submission  of   newly
discovered relevant evidence not considered with this application.
