APPLICANT REQUESTS THAT:
The initiation date of her Air Force Commendation Medal (AFCM) be changed
to coincide with her permanent change of station (PCS) move in Aug 05 and
she be considered for supplemental promotion.

APPLICANT CONTENDS THAT:
Due to many contributing factors, the decoration was not initiated in a
timely manner to allow for consideration for promotion. During her PCS,
the entire 317th Airlift Group Commander’s support staffs were
consolidated, the squadron commander was deployed, and flight leadership
was in mid turnover.
In support of her request, applicant provided memorandums signed by the 317
MOS Commander, 360 TRS Commander, a copy of the PCS decoration, and
enlisted performance reports (EPRs) reflecting her performance at Dyess
AFB.

STATEMENT OF FACTS:
The applicant’s AFCM certificate from 22 May 02 to 24 May 05 was signed by
the 317th Airlift Group Commander on 28 Aug 06 and the special orders for
the decoration were completed on 31 Aug 06.
The applicant’s request for decoration printout (RDP), DECOR6 printout was
generated on 20 Jun 06, dated 5 Jul 06, and indorsed by the supervisor and
commander on 31 Jul 06.
The 317 MOS/CC provided a statement dated 27 Jun 06 in support of the
applicant’s request. The commander indicated a grave error had occurred
with the processing of the applicant’s decoration and he reinitiated the
decoration actions.
The 360 TRS/CC provided a statement dated 27 Jun 06 in support of the
applicant’s request for supplemental promotion. The commander stated he
contacted her former commander to determine the specifics of her decoration
and fully supports supplemental promotion consideration.
The promotion eligibility cutoff date (PECD) for the AFCM to be in the
applicant’s records was 31 Dec 05. Under normal circumstances, the
applicant would have been awarded her decoration in conjunction with her
PCS move in Aug 05.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends approval of the applicant’s request to have her
initiation date of the AFCM coincide with her PCS in Aug 05 (Exhibit C).
AFPC/DPPPWB recommends denial of the applicant’s request for supplemental
promotion. Current Air Force promotion policy (AFI 36-2502, Airman
Promotion Program, Table 2.2, Rule 5, Note 2) dictates that before a
decoration is credited for a specific promotion cycle, the closeout date of
the decoration must be on or before the PECD, and the date of the Decor6
must be before the date of selection for the cycle in question. In
addition, a decoration that a member claims was lost, downgraded, etc.,
must be fully documented and verified that it was placed into official
channels prior to the selection date. The applicant’s total weighted
promotion score for cycle 06E6 was 295.70 and the required score for
promotion in her Controlled Air Force Specialty was 295.97. If the
decoration (worth three points) is counted in the applicant’s total score,
she would become a selectee for promotion pending a favorable data
verification check and recommendation of her commander. Promotion
selections for cycle 06E6 were made on Jan 06 with a public release date of
15 Jun 06.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 1
Dec 06 for review and comment within 30 days. As of this date, this office
has not received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice to warrant relief. We note AFPC/DPPPWB’s
recommendation to deny the applicant’s request to have the AFCM applied to
her weighted airman promotion score. However, AFPC/DPPPR recommends
changing the applicant’s AFCM award initiation date to coincide with her
PCS move. After careful consideration of the applicant’s request and the
available evidence of record, we believe that the intent of the applicant’s
chain of command was to award the AFCM upon her PCS which would have been
prior to her PECD as evidenced by the inclusive dates on the AFCM. In the
interest of justice, we concur with the opinion and recommendation of
AFPC/DPPPR to change the initiation date of the applicant’s AFCM to
coincide with her PCS. Therefore we recommend the applicant’s records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to Victoria L. Bartos, be corrected to show that her award of the Air Force
Commendation Medal (AFCM) for the period 22 May 02 to 24 May 05 and her
Recommendation for Decoration Printout (RDP) for the award of the AFCM was
endorsed by her commander on 28 Aug 05.
It is further recommended that she be provided supplemental consideration
for promotion to the grade of technical sergeant for promotion cycle 06E6.
If AFPC discovers any adverse factors during or subsequent to supplemental
consideration that are separate and apart, and unrelated to the issues
involved in this application, that would have rendered the applicant
ineligible for this promotion, such information will be documented and
presented to the Board for a final determination on the individual’s
qualifications for the promotion.
If supplemental promotion consideration results in the selection for
promotion to any higher grade, immediately after such promotion, the
records shall be corrected to show that she was promoted to the higher
grade on the date of rank established by the supplemental promotion and
that she is entitled to all pay, allowances, and benefits of such grade as
of that date.

MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States
Code and Air Force Instruction 36-2603, and having assured compliance
with the provisions of the above regulation, the decision of the Air
Force Board for Correction of Military Records is announced, and it is
directed that:
The pertinent military records of the Department of the Air
Force relating to
XXXXXX, be corrected to show that she was awarded the Air Force
Commendation Medal (AFCM) for the period 22 May 02 through 24 May 05
and the Recommendation for Decoration Printout (RDP) for the award of
the AFCM was signed by the commander and placed into official channels
on 28 Aug 05.
It is further directed that she be provided supplemental
consideration for promotion to the grade of technical sergeant for
promotion cycle 06E6.
