APPLICANT REQUESTS THAT:

He be awarded the Combat Readiness Medal.

APPLICANT CONTENDS THAT:

He is entitled to the Combat Readiness Medal for his service in the  Vietnam
War.

In support of his request, the  applicant  provided  a  statement  from  the
Veterans of Foreign Wars (VFW).

Applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

Applicant entered active duty in the Regular Air Force  on  4 November  1963
and was honorably released from active duty on 28 October 1967 in the  grade
of  sergeant  under  the  provisions  of  AFM  39-10,  Convenience  of   the
Government.  He served 3 years, 11 months,  and  25  days  of  total  active
duty.

AFPC/DPPPRA has verified  the  applicant’s  entitlement  to  the  Air  Force
Outstanding Unit Award with 1 oak leaf cluster and the Republic  of  Vietnam
Gallantry Cross with palm.  These items have been added to  the  applicant’s
record and a new DD Form 214 has been issued to the applicant.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR  states  the  term  “combat  ready”  is
defined as being professionally and technically  qualified  in  an  aircraft
crew position in an aircraft that can be used in combat.  DPPPR  was  unable
to verify any statement or evidence of the applicant’s entitlement  to  this
award in his military record therefore he is not entitled to this award

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 8 September 2006, the evaluation  was  forwarded  to  the  applicant  for
review and comment within 30 days  (Exhibit  D).   As  of  this  date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.  The applicant’s  contentions  are  duly
noted; however, after reviewing the  evidence  of  record,  along  with  the
applicant’s  submission,   the   Board   agrees   with   the   opinion   and
recommendation of the Air Force and adopts its rationale as  the  basis  for
their conclusion that the applicant has not been the victim of an  error  or
injustice.  The Board notes evidence has not been provided and there  is  no
documentation in the applicant’s military personnel record to  confirm  that
he  was  certified  as  combat  ready.   The  Board  is  not  unmindful   or
unappreciative of his service to this Nation and further  notes  AFPC/DPPPRA
verified the applicant’s entitlement  to  the  Air  Force  Outstanding  Unit
Award with one oak leaf cluster and the Republic of Vietnam Gallantry  Cross
with palm, and  these  medals  have  been  added  to  his  military  record.
Therefore, in the absence of evidence to the contrary, the  Board  finds  no
basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or an injustice; the application was denied without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
