APPLICANT REQUESTS THAT:
He be given any promotions due to him associated with the correction of his
Air Force Specialty Code (AFSC).

APPLICANT CONTENDS THAT:
He was erroneously tested from 1988 to 1990. During his first promotion
experience, he was told he was coded to test Promotion Fitness Examination
(PFE) only. Because of the fact that he was the only C-141B crew chief
stationed in his flight, he didn’t know that his new AFSC number was
incorrect. He didn’t realize this until after he PCSd to Eglin AFB.
During the Military Personnel Flight’s (MPF) attempt to correct his AFSC,
he was told to test with the wrong AFSC because he would get consideration.
He was then told his testing was invalid because he wasn’t in that AFSC.
His MPF encouraged him to file for correction and possible promotion.
In support of his appeal, the applicant provides copies of his AF Form
2096, Classification/On-The-Job Training Action, dated 11 February 1987, 17
January 1989, 2 August 1990, 17 September 1990, 27 September 1990, 17
January 1991 and 21 January 1992, respectively, and copies of his Enlisted
Evaluation Reports for the periods beginning 22 August 1986 and ending 30
December 2004. His submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The Military Personnel Database (MilPDS) indicates applicant’s Total Active
Federal Military Service Date as 22 August 1986. He has been progressively
promoted to the grade of technical sergeant (E-6), effective and with a
date of rank of 1 January 2002.

AIR FORCE EVALUATION:
AFPC/DPPAC states that the documents submitted by the applicant indicate
the applicant’s Control Air Force Specialty Code (CAFSC) went from 43113C
to 43133C and since there was no 5-skill level for this suffix he was
entered into skill level upgrade in AFSC 43153D. On 31 October 1988, AFSC
43153D was deleted from the enlisted classification structure and converted
to AFSC 45752D. Subsequently, because his AFSC had apparently been
converted to the wrong AFSC (45552A) after the October 1998 conversion, the
Mission Support Squadron prepared an AF Form 2096 to correct his CAFSC from
45552A to 45752D. DPPAC advises that on 17 January 1991, the applicant was
awarded CAFSC 45732A (source document not available). Then effective 21
January 1992, his CAFSC changed from 45732A to 45752A. The AFPC/DPPAC
evaluation is at Exhibit B.
AFPC/DPPPWB recommends the application be denied. DPPPWB states that based
on the applicant’s date of rank of 7 February 1989, to senior airman, he
was not eligible for testing and promotion consideration to SSgt until
cycle 90B5 (promotion effective February 1990 - July 1990). He was
considered in AFSC 455X2A for cycles 90B5 and 91A5. However, according to
AF Form 2096 dated 17 September 1990, his AFSC was changed to 45752D
effective February 1989. AFPC/DPPPWB advises the applicant was then
considered in AFSC 457X2D during cycle 91B5. AF Form 2096 dated 17 January
1991 reflects his AFSC was changed from 45752D to 45732A effective 15
January 1991. Since the effective date of this change was after the
promotion eligibility cutoff date for cycle 91B5 (30 Sep 90), he was
correctly considered for promotion in AFSC 457X2D during that cycle. The
applicant was correctly considered in AFSC 45732A for cycles 92A5 and 92B5.
Since the applicant has test scores on file for AFSC 45752D from cycle
91B5, those scores would be applied retroactively to the other weighted
factors for cycles 90B5 and 91A5. DPPPWB advises that the applicant’s
total scores for cycles 90B5 and 91A5 would then be compared to the cutoff
score required for selection in AFSC 457X2D. His total score for cycle
90B5 would be 270.11 and the score required for selection in AFSC 457X2D
was 296.01. His total score for cycle 91A5 would be 258.22 and the score
required for selection in AFSC 457X2D was 293.11. The AFPC/DPPPWB
evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 5 August 2005, a copy of the Air Force evaluation was sent to the
applicant for review and comment. As of this date, this office has not
received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The applicant has requested he be
given any promotions due to him associated with the correction of his Air
Force Specialty Code (AFSC). As noted by the Enlisted Promotion and
Military Testing Branch office, the applicant was considered in the correct
AFSC for cycles 91B5, 92A5 and 92B5; however, he was incorrectly considered
in AFSC 455X2A for cycles 90B5 and 91A5. Since the test scores on file
would be applied retroactively to the 90B5 and 91A5 cycles, the applicant’s
total scores for these cycles render him a nonselect. In the absence of
evidence to the contrary, we agree with the assessment by the Air Force
office of primary responsibility and find no basis on which to favorably
consider this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
