APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he requests the
narrative reason for separation indicated in Block 28 of his DD Form
214, “Certificate of Release or Discharge from Active Duty” be changed
from “Unsatisfactory Performance” to “Convenience of the Government.”

RESUME OF CASE:
On 23 Feb 84, the Board considered and denied a request from the
applicant to change the narrative reason for separation indicated in
Block 28 of his DD Form 214, “Certificate of Release or Discharge from
Active Duty” to “Satisfactory Performance” (Exhibit F). In a new DD
Form 149, dated 25 Apr 06, the applicant makes the request stated
above. In his application the applicant provides nine letters, two he
states are new evidence, one written by a former co-worker, allegedly,
with firsthand knowledge of the circumstances that led to the
applicant’s discharge and a character reference provided by an officer
(Exhibit G).

THE BOARD CONCLUDES THAT:
Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. While the Board does not consider
the character reference written on the applicant by the officer to be
relevant to the central issues in this case, we did note with interest
the statement prepared by the applicant’s former co-worker and
consider it new and relevant. The Board finds the information
contained in the co-worker’s statement compelling regarding possible
unfair treatment of the applicant, which led to his eventual discharge
for unsatisfactory performance. The co-worker stresses that he was
present during the time of the applicant’s problems and has written
his statement based on firsthand knowledge. We also note that the co-
worker also provided a statement in support of the applicant during
the time of the discharge action taken against the applicant, although
at that time he was an airman first class still on active duty and his
current statement is written as a retired Air Force NCO. We note the
change in the co-worker’s status because in our view the fact that he
is a retired Air Force NCO gives some credence to the information
provided in his statement. At any rate, enough doubt has been created
regarding the applicant’s treatment and discharge that we believe a
measure of relief is warranted. We believe it appropriate to give the
applicant the benefit of the doubt regarding his service, and
recommend the narrative reason for discharge be changed to
“Secretarial Authority” and his separation code be changed to “KFF.”
We are not persuaded that a change in his reenlistment eligibility
(RE) code is warranted, nor has the applicant requested its change.
Therefore, we recommend the applicant’s records be corrected as set
forth below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that his DD Form 214,
“Certificate of Release or Discharge from Active Duty,” Block 26,
“Separation Code,” be changed to “KFF,” and Block 28, “Narrative
Reason for Separation” be changed to “Secretarial Authority.”

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that his
DD Form 214, “Certificate of Release or Discharge from Active
Duty,” Block 26, “Separation Code,” be changed to “KFF,” and Block
28, “Narrative Reason for Separation” be changed to “Secretarial
Authority.”
