APPLICANT REQUESTS THAT:
His separation document be corrected to include the award of the Bronze
Star Medal (BSM).

THE APPLICANT CONTENDS THAT:
He was awarded the BSM in December 2003; however, his separation document
was never updated.
In support of the appeal, applicant submits extracts from his records and a
copy of the citation to accompany award of the Distinguished Flying Cross
(DFC).

STATEMENT OF FACTS:
The applicant is a former member of the Army Air Corps who retired from the
Air Force Reserve on 9 January 1983, in the grade of lieutenant colonel.
On 29 October 2003, the applicant’s records were administratively corrected
to reflect award of the DFC.
The BSM was established in 1944 and is awarded for heroism or meritorious
achievement or service (not involving participation in aerial flight) while
engaged in armed conflict.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the application be denied and states, in part, that
there is no evidence in the applicant’s records of a recommendation for, or
award of, the BSM. The only documentation found is concerning the award of
the DFC in October 2003.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the evaluation and requests he be provided a copy of the
certificate awarding him the decoration.
In further support of the appeal, the applicant submits a letter from the
National Personnel Records Center (NPRC) indicating they verified his
entitlement to the BSM and that award elements would be shipped directly to
him from the United States Army Tank and Automotive and Armament Command.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In support of his request, the applicant
submits a letter from the NPRC indicating that his entitlement to the BSM
had been verified and award elements would be shipped directly to him from
the United States Army Tank and Automotive and Armament Command. In view
of this, we believe the applicant has established that an error exists in
his records. Therefore, we recommend the applicant’s records be corrected
to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that the WD AGO 53-98, Military Record
and Report of Separation Certificate of Service, issued in conjunction with
his 7 November 1945 separation, be amended in Item 29, Decorations and
Citations, to include the Bronze Star Medal (BSM).

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXX, be corrected to show that the WD AGO 53-98, Military
Record and Report of Separation Certificate of Service, issued in
conjunction with his 7 November 1945 separation, be, and hereby is, amended
in Item 29, Decorations and Citations, to include the Bronze Star Medal
(BSM).
