MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:  XXXXXXX, XXXXXXX

      Having carefully reviewed this application, we agree with the
recommendations of the Air Force offices of primary responsibility and
adopt the rationale expressed as the basis for our decision that the
applicant has been the victim of either an error or an injustice.
Therefore, under the authority delegated in AFI 36-2603, the applicant's
records will be corrected as set forth in the accompanying Memorandum for
the Chief of Staff signed by the Executive Director of the Board or his
designee.

      Members of the Board, Mr. Michael K. Gallogly, Mr. Terry L. Scott,
and Mr. Albert C. Ellett, considered this application on 25 August 2004.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States Code,
and Air Force Instruction 36-2603, and having assured compliance with the
provisions of the above regulation, the decision of the Air Force Board for
Correction of Military Records is announced, and it is directed that:

      The pertinent military records of the Department of the Air Force
relating to XXXXXXX, XXXXXXX, be corrected to show that:

            a.   She was awarded Air Force Specialty Code (AFSC) RI 9A000
effective 17 May 2001.

            b.   She was promoted to the grade of airman first class (E-3)
effective and with a date of rank of 7 October 2001.

            c.   Her rank and grade at the time of the Article 15, UCMJ,
imposed on 2 January 2002, was airman first class (E-3), rather than airman
(E-2), and her reduction in rank and grade on 2 January 2002, as a result
of this Article 15 nonjudicial punishment was airman (E-2), rather than
airman basic (E-1).

            d.   The DD Form 214, Certificate of Release or Discharge from
the Armed Forces, issued in conjunction with her discharge on 19 July 2002,
be, and hereby is, amended in Item 11, Primary Specialty, to reflect “9A000
- Enlisted Airman Awaiting Retraining - Disqualified for Reasons Beyond
Control, 1 year, 2 months; 4N131 - Surgical Service Apprentice, 10 months.”
