APPLICANT REQUESTS THAT:
The Air Force Achievement Medal he was awarded on 28 Dec 98 for the
period 25 Sep 95 to 7 Oct 98 be included in his Officer Selection
Record (OSR) and on his Officer Selection Brief (OSB) for the CY03B
Major Central Selection Board, which convened on 8 Dec 03.
He be considered for promotion to the grade of major by special
selection board (SSB) for the CY03B Major Central Selection Board with
the corrected record.

APPLICANT CONTENDS THAT:
The AFAM should have been in his records. After several attempts to
update his records, his local military personnel flight (MPF) finally
updated his record.

STATEMENT OF FACTS:
The applicant is serving on active duty in the grade of captain. He
entered active duty on 17 Sep 95. The applicant’s record reflects
nine OPRs with eight rated overall as “meets standards” (officers
either meet or do not meet standards). A Referral OPR was rendered on
the applicant for the period 24 Oct 96 to 23 Oct 97 for failing to
meet standards in the performance factor “Judgment and Decisions.”
The applicant was considered but not selected for promotion to the
grade of major by the CY03B Major Central Selection Board.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial of the applicant’s request. Each officer
eligible for promotion receives an Officer Preselection Brief (OPB) 90-
100 days prior to the central board convening date, which contains
data that will appear on the OSB at the central board. Eligible
officers are instructed to check their record for accuracy and
completeness and to take required corrective action prior to the
central board. The applicant did not provide any documentation
demonstrating what action he took after he received his OPB and prior
to the central board convening. Additionally, the accomplishments
listed on the citation were also mentioned in his Officer Performance
Report for the period ending 18 Mar 98.
AFI 36-2501, paragraph 6.3.2.2, states “Do not have a SSB if, by
exercising reasonable diligence, the officer should have discovered
the error or omission and could have taken corrective action before
the originally scheduled board convened.”

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
16 Jul 04 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
