APPLICANT REQUESTS THAT:
He be awarded a Selective Reenlistment Bonus (SRB) for reenlisting into
an undermanned career field.

APPLICANT CONTENDS THAT:
He would have been eligible for an SRB upon his original enlistment date
of 11 December 2002. His military personnel office reenlistments
section, and a person from the Air Force Personnel Center, informed him
that he was overlooked for the SRB and there was nothing he could do
about it. From his calculations the SRB owed him from his 18 June 2002
reenlistment date is $15,225.75.
In support of his application, the applicant submits a personal
statement, copies of documentation surrounding his reenlistment, a pay
chart dated 1 January 2002, and instructions on calculating SRB. The
applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
On 24 September 1993, the applicant contracted his initial enlistment in
the Regular Air Force at the age of 18 in the grade of airman basic for a
period of four years. Following his successful completion of basic
military and technical training, the applicant was assigned to duties as
a Avionics Guidance and Control System Apprentice. He was progressively
promoted to the grade of staff sergeant effective and with a date of rank
of 1 September 2001. The applicant entered his most recent enlistment on
18 June 2002, when he reenlisted for five years and five months in the
Air Force Specialty Code (AFSC) 2A152. Prior to this enlistment, based
on a previously established service obligation, he had an established
date of separation 11 December 2002. He was selected for an assignment
as a Fighter/Heavy Avionics Instructor with a duty effective date of 1
October 2002. His projected date of separation is 17 November 2007.

AIR FORCE EVALUATION:
AFPC/DPPAE recommends the applicant’s request be denied. DPPAE states
that according to the 17 January 2002 Supplemental SRB List, the
applicant’s AFSC, 2A152, was not authorized an SRB. The AFPC/DPPAE
evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 28
May 2004, for review and comment within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. We note the applicant’s assertion
that he should have been given an SRB for reenlisting into an undermanned
career field; however, he has not provided any evidence showing he was
entitled to an SRB under either of his AFSCs, 2A1X2 or 2A0X1B. In
addition, the applicant’s record does not reveal any evidence that would
lead us to believe that the action to require him to obtain retainability
in June 2002 was erroneous or unjust or that he was treated any
differently from other similarly situated members. Therefore, we agree
with the opinions and recommendations of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice.
Accordingly, the applicant’s request is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only
be reconsidered upon the submission of newly discovered relevant evidence
not considered with this application.

On 7 April 2004 applicant applied for a CJR and was approved on 14 April 2004. DPPAE states effective 29 April 2004, the applicant’s SRB was deleted and she was not eligible to reenlist at that time to receive the SRB due to her not being within 3 months prior to her expiration term of service (ETS). After a thorough review of the evidence of record and applicant’s submission, we are not persuaded that the applicant should be given the relief requested.

Prior to his involuntary cross training into weapons control, he had been either Airmen of the Year or NCO of the Year at every base where he was assigned.
